e-Learning Advisor in Pakistan

  1. BACKGROUND The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme (CP) with a focus on needs related to illicit trafficking and border management (Sub-Programme 1), criminal justice (Sub-Programme 2) and drug demand reduction and HIV (Sub-Programme 3). Within Sub-Programmes 1 and 2 of the CP, UNODC Pakistan delivers a computer-based, interactive training platform – named e-Learning – to several of Pakistan’s civilian law enforcement agencies, imparting basic skills and knowledge on how to address crime. In order to advance this programme of assistance, UNODC needs the support of an international e-Learning advisor to (1) raise the awareness of this training platform among international and Government of Pakistan (GOP) stakeholders and (2) design and oversee the monitoring and evaluation (M&E) of the e-learning programme. To do so, UNODC requires the services of an international consultant with a knowledge of UNODC’s e-Learning programme, in addition to experience in conducting M&Es of training platforms for civilian law enforcement agencies.
  2. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED PROJECT. Assignment objective: Under the strategic guidance and supervision of the CPOAK Country Representative and with the technical support from the e-Learning team and Law Enforcement and Policing Programme Officer, the consultant will be responsible for helping advance UNODC’s e-Learning programme under Outcomes 1, 2, 3 and 4.

Responsibilities and description: The international consultant will assist COPAK in (1) raising awareness among international and GOP stakeholders on how to maximise e-Learning within broader training programmes and (2) provide direction on, and analyse the results of, a M&E exercise on COPAK’s e-Learning programme, giving recommendations for its future direction.

  1. SCOPE OF WORK, FEATUES AND DELIVERABLES OF THE PROPOSED PROJECT Expected Deliverables – June mission
  2. Help lead a workshop for stakeholders to build awareness of e-Learning’s contribution to broader training programmes – this will include input into a presentation
  3. Develop the framework of a M&E system for e-Learning and a detailed M&E roadmap outlining methods, a timeline, data collection tools (ie questionnaires, interview pro formas etc), recommended e-Learning centers to evaluate, and quantative and qualative targets to aim for

Expected Deliverables – October mission 3. Lead a workshop for the senior management of GOP law enforcement agencies, to build awareness of e-Learning and how to integrate it to broader training programmes 4. Provide ongoing support, where needed, to the e-Learning team in their collection and collation of data for the M&E exercise 5. Help collate, and then analyse, the collected data 6. Write an internal report outlining the findings of the M&E exercise and recommendations on how to improve implementation of e-learning in the future 7. Produce (in conjunction with COPAK’s Law Enforcement and Policing Programme Officer) an external evaluation report that outlines, to international and GOP stakeholders, the achievements of the e-Learning programme and its future direction

Expected Deliverables – November mission 8. With support from the e-Learning team, present the external report and a develop a supporting power-point presentation for a conference of international and GOP stakeholders

Methodology Completion of the deliverables will require close liaison with UNODC’s e-Learning team and Law Enforcement and Policing Programme Officer. The structure of the internal and external reports to be completed by the consultant, will be agreed with UNODC Pakistan prior to starting.
Planning and Implementation Arrangements The consultant will be based in Islamabad, and work closely with the Country Representative and UNODC Pakistan colleagues. The Country Representative will support and guide the work of the consultant.

The consultant will have documents approved by the Representative prior to release.

  1. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS • An international professional, holding certification from a law enforcement academy, plus at least 20 years of experience in designing, implementing, and evaluating training platforms for civilian law enforcement agencies - with experience in developing countries an asset

• Ability to design, and help oversee, an M&E system for COPAK’s e-Learning programme, as well as analysis of collected data

• Excellent verbal and written communication skills in English, including the ability to draft strategic and planning documents, and power-point presentations for international and GOP audiences

  6. FINANCIAL PROPOSAL

Lump sum contracts

The financial proposal shall specify a total lump sum amount as well as daily rate based on the proposed number of days. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. Specifically, 30% of the agreed lump sum amount will be paid after deliverables relating to the June mission are completed; another 30% will be paid after deliverables relating to the October mission are completed; and 40% will be paid after deliverables relating to the November mission are completed. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

Travel

All international and / or domestic travel including air fare, visa costs and boarding lodging will be organized and cost will be borne by UNODC. EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Lowest price and technically compliant offer When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both: a) Responsive/compliant/acceptable, and b) Offering the lowest price/cost “responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.
