Finance and Administration Officer RET

Reporting lines: under the supervision of the Head of Mission based in Uvira, South-Kivu, and of the Chief of Operations based in Geneva.

Location: the incumbent will be based in Uvira.

Duration: One year with possibility of extension.

Background information:
The Foundation for the Refugee Education Trust (RET), www.theRET.org, headquartered in Geneva, with offices around the world, was founded in December 2000 by Mrs. Sadako Ogata, then United Nations High Commissioner for Refugees, in response to a crying but barely addressed needs for greater access to and quality of post-primary education for refugees, returnees and the internally displaced. The RET is an independent, impartial, non-partisan organisation, with no religious or political affiliation. The RET is launching a children’s disarmament, demobilization, and reintegration programme in the Uvira and Fizi territories of the South Kivu province of the DRC, where DDR activities are taking place in a conflict context where the actors are numerous, allegiances shift regularly, humanitarian access remains constrained in many parts of the territories, and amidst on-going fighting.

Key responsibilities:
Daily accounting and finance operations
- Be responsible for recording field expenses in SAGA with strict adherence to the accounts codes set forth in the Chart of Accounts and as instructed by HQ;

- Verifying integrity and conformity of supporting documents;

- Be in charge of any local audit driven by the donor;

- Ensure that the recorded and nature of expenses comply with the budget lines;

- At the end of each period (month/year) proceed with the closing of the local books in SAGA, bank reconciliations and send all the related documents to HQ as per the timing procedure defined in the Field Finance Manual and instructions from HQ;

- Maintain an accurate budget monitoring to rapidly identify, report, explain and clarify any significant variances to HQ;

- Organise, file and secure financial information and sensitive documents;

- Ensure proper cash management (optimal treasury balance and forecast of expenses);

- Take necessary steps to backup all critical accounting records should a data loss occur;

- Ensure that project administration and financial transactions are always in conformity with the grant’s specific conditions;

- Whenever relevant, prepare a concise situation report to comment any major fact that has an impact on the level and the rhythm of expenses as well as treasury needs.

General administration
Be responsible for personnel administration (day-to-day “paper work” e.g. leave register, payroll for local staff including reporting of and to social contributions/local authorities, etc.).

Logistics and purchase
Maintain an asset register and stock control book;

Assist the Head of Mission in procurement procedures (quotations, three bids processes etc).

Requirements, skills and competences:
Minimum three years related experience;

Very good French and English language skills required (written and spoken);

Sound knowledge of basic bookkeeping;

Knowledge of the field reporting tool SAGA (NGO financial application) a plus;

Excellent communication and diplomacy skills;

Ability to manage processes, maintain focus on objectives rather than problem details;

Excellent organisational skills including the ability to strategically prioritise and meet deadlines;

Ability to work flexibly and under difficult circumstances;

Previous experience in an international NGO is an asset;

Proven integrity (references required).
