In DRC, the International Rescue Committee (IRC) is one of the largest providers of relief and development assistance. With an annual budget of approximately US$ 75 million, $320 million overall grant portfolio and more than 1,000 staff in six provinces, the IRC supports Congolese communities and institutions in seven conflict-affected provinces in the areas of health, governance and community development, education, women’s protection and empowerment, and emergency response.
SCOPE OF WORK
The UK Department for International Development (DFID) has released a tender for a consortium lead to strengthen basic health service provision in the DRC in at least 30 health zones in up to four provinces improving access to primary and secondary health care for at least 3.5 million people over the period 2013 – 2018.

POSITION DESCRIPTION
The Finance Director has overall fiscal management responsibility of the project. As a member of the project management team, the Finance Director will guide and oversee the work of the finance and subawards units, and will liaise with the Directors for Implementation; Program Quality; Research, Monitoring and Evaluation (RM&E) and Finance on financial and budgetary matters. Based in Kinshasa, the Finance Director will report directly to the Project Director and will work closely with the aforementioned directors, subcontractors, implementing partners and the IRC DRC & HQ finance teams.

RESPONSIBILITIES
Leadership and policy
· Develop, and ensure application of, a documented finance manual for the project;
· Develop, coordinate and implement plans for the control, monitoring and reporting of financial operations to include controllership, treasury, operational budgets and project budget;
· Ensure that all financial information is consolidated on time and provided to the Project and Regional Director as appropriate for analysis and dissemination;
· Be the focal point for the project to IRC DRC and IRC headquarters on finance issues and participate in senior-level finance meetings.
Controllership
· Oversee the timely preparation, review, approval and submission of all internal financial reporting requirements, including month end closing and balance sheet reconciliations, ensuring that balances are adequately supported;
· Manage and regularly review the finance policies and procedures to ensure efficiency and effectiveness;
· Direct the timely and accurate preparation of, and approval of all donor financial reports in respect to accounting, legal and contractual requirements;
· Monitor monthly cash needs ensuring cash requirements of the IRC and subcontractors are met with appropriate funds;
· Oversees the development and implementation of a plan to minimize the project’s foreign exchange exposure to currency gains and losses;
· Provides the project management team with monthly financial reports including budget status, ensuring potential issues are identified and addressed;
· Develop, schedule or supervise the completion of country internal control audits, and initiates actions necessary to correct internal control weaknesses.
Subaward management oversight
· Ensure adequate subaward development processes, monitoring and management systems are in place to ensure effective and timely issuance, reporting and oversight of all subawards;
· Monitor the effective oversight and support to recipients of subawards by the project to ensure consistent compliance with the terms of their agreements including financial management and compliance with donor regulations;
· Monitor the timely submission of accurate financial and activity reporting by subaward recipients.
Training and Staff Management
· Provide guidance to and overall supervision of the project finance and subaward teams;
· Travel to field offices to provide technical assistance and oversight;
· Ensure timely dissemination of new initiatives and policies to the field and monitoring of implementation.
Budgeting
· Works closely with the other Directors, subcontractors and implementing partners to develop and monitor annual operating budgets and budget updates;
· Performing final financial reviews of budgets prior to approval and submission to IRC Headquarters, IRC UK office and/or the donor.
QUALIFICATIONS
· Minimum ten years progressive finance/accounting experience in the non-profit sector, including experience working as head of finance for a large country program (with funding portfolio ranging from US$50 million plus);
· Bachelors Degree in Accounting or Finance - Masters Degree, CPA or CA a plus;
· Previous work experience with a major general ledger software package – experience with SUN and Vision Accounting Software preferred;
· Strong Computer skills: facility with MS Word, Excel, various accounting software;
· Knowledge of regulatory, contractual, legal and financial compliance requirements associated with DFID funding;
· Excellent communication skills, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships;
· Solid organizational skills: the ability to be flexible and work well under pressure, dealing with competing priorities, in a fast-paced team environment;
· Availability to travel in the country (approximately one trip every two months);
· Demonstrated excellence in human resource management, particularly in a multi-cultural environment, including techniques for staff development, training, motivation, and discipline;
· Demonstrated excellence in multi-tasking, time management, and flexibility;
· Fluent in English; French language skills preferred; willingness to learn essential.
Specific Security Situation/Housing:
The position is based in Kinshasa, it is accompanied. Safe and modest housing as appropriate and reasonable as the context allows will be provided.

Estimated start date: September 1, 2012.
