Based in Goroka, Papua New Guinea (PNG)

The opportunity has arisen within our PNG operation to provide effective leadership and management of Oxfam’s Highlands programme. Managed by Oxfam New Zealand and working closely with Oxfam’s partners in the Eastern Highlands, you will be responsible for planning, implementing and monitoring the quality and impact of our research unit and a range of livelihoods, WASH and conflict reduction programming activities. You will also be responsible for supporting and advising local partners, managing Oxfam’s programme staff, fostering and maintaining strong relationships with key external stakeholders and overseeing the operational functions of the Goroka office and Simbu and Tari satellite offices.
Our ideal candidate will have:
· Strong practical experience of developing, managing, monitoring & evaluating successful development programmes (experience in PNG is desirable)
· Sound understanding of development issues, particularly of participatory development, gender rights, conflict resolution, livelihoods and advocacy
· Experience of developing and strengthening partnerships with local organisations
· Proven leadership skills and experience of managing diverse teams
· Experience of complex change processes
· Experience of supporting, mentoring and developing others
· Security awareness
· High level financial management and donor reporting experience
· Fluency in written and spoken English and working knowledge of Tok Pidgin (or a willingness to learn)
The salary range for the role NZ$66,000 - $73,5000 per annum (starting salary will be dependent on the qualifications/ experience of the successful candidate) and a competitive benefits package which includes flights, insurance, relocation assistance, four weeks annual leave and home leave.
