Position Summary:
Creative Associates International is establishing a new position to work directly with the Senior Director, Field Administration to provide technical guidance, support and expertise to headquarters (HQ) and field staff in the area of headquarters grants procurement management and integrity.
The Sr. Grants Manager is responsible for providing systemic support and structured guidance for all grant management activities at the headquarters level. Additionally, the incumbent is responsible for overseeing the Grants Management System (GMS), leading its formalization efforts and maintaining activities for the provision of services significantly accomplished through grants to non-profit organizations, local government organizations, and non-government organizations.
Reporting & Supervision:
The Senior Grants and Administration Manager will report directly to the Senior Director, Field Administration. S/he will directly supervise the Technical Manager – Grants.
Primary Responsibilities:

· Works collaboratively with various levels of management to support organizational policy development, standardization of sub-award management and oversight, and quality control for grant documents for executive signature.

· Provides hands-on advice and direction to related staff in all aspects of the grants management cycle. Specific emphasis is placed on providing support to USAID and Department of State programs.

· Provides vision and a roadmap to further develop the GMS.
· Directs and actively participates in the creation of manuals and staff training.

· Plans, organizes, and coordinates organizational structure, staffing, and workflow of Creative’s grants activities and administration.

· Actively initiates, contributes and oversees the review and revision of Creative’s grants administration policies and procedures.

· Standardizes approaches, processes, timeframes, and priorities to efficiently and effectively support grants operations.

· Works with Chiefs of Party, operations personnel, and HQ Finance and Contracts Divisions to ensure that grants needs of the projects are met using approved standards and formats.

· Liaises closely and serves as a resource with the COP and DCOP on all matters related to implementation of an effective sub-awards program.

· Other duties as assigned.
Required Skills & Qualifications:
  • Experience with and knowledge of USAID and other institutions’ grant making initiatives, policies, procedures, grants management processes, and regulations.
  • Eight or more years of experience working with U.S. government-funded (preferably USAID) contracts, grants and cooperative agreements, with an understanding of field management and operational issues.
  • Knowledge of AIDAR and ADS series, with an in-depth understanding and knowledge of ADS 303.
  • Minimum of 3 years’ leadership experience in award management.
  • Experience developing a grants management review process.
  • Strong written and oral communication skills and ability to draft clear, concise policies and guidelines.
  • Proven ability to work well with corporate executives and diverse international staff at all levels.
  • Track record of working with teams in HQ and in field operations and grants management.
  • Highly organized work habits, attention to detail, and an ability to produce work products under tight deadlines.
  • Knowledge of international development operations.
  • Ability to travel to field offices around the world.
