Human Resources Assistant (Consultants' Management and Recruitment.)

Two-year fixed-term (renewable subject to budget availability)

This is an internal vacancy announcement and is restricted to applications from the following categories: (a) continuing staff (b) fixed-term staff with a contract of one year or more (c) temporary General Service staff, who have served in IFAD for a total of 36 months or longer as per the eligibility list.




Functional Background:

The Consultants Management and Recruitment Assistant will support the HR vision by acting as a responsive service provider with a focus on results driven by IFAD's mission and values.

The incumbent will be a vital part in change and reform and a credible, trusted advisor to the workforce and their representatives.




Duties and Responsibilities:

Under the direct supervision of the HR Officer, Consultants Management and Servicing, Human Resources Division, the incumbent provides administrative and clerical support to the HR Division; to this effect, the incumbent applies substantial initiative, judgement and discretion, based on sound knowledge of IFAD administrative policies and procedures. In particular, the incumbent will perform the following duties:

1. Consultancy services:

Provide client service to divisions on consultancies, including advice and guidance to all staff on consultant recruitment procedures and briefings/guidance to consultants on conditions of employment
Process requests for consultancies and issues consultancy contracts
Maintain consultants¿ records in corporate database; provide reliable data and analysis on consultants for management reporting.
Provide customer support to the user division to use the PeopleSoft modules to process consultancy requests and contracts.

2. Recruitment of Professional Staff:

Search for most appropriate and cost effective advertising vehicles
Provide information on recruitment activities to candidates and prepare draft letters to written inquiries
Administer logistical arrangements with regard to the candidates¿ assessment process
Provide reliable data and analysis on professional recruitment for statistical purposes and prepare statistics for internal and external stakeholders upon request
Administer and monitor the incoming general applications
Maintain a roster for Human Resources specialists
Draft correspondence / documentation on own initiative or as requested

3. Recruitment and servicing of Temporary Staff (including GS conference staff):

Oversee the roster of temporary staff; arrange for the required entrance tests (language and clerical); submits to divisions suitable candidates for temporary assignments
Review and process Requests for Personnel Actions (RPAs) and staffing tables for appointment and extension, prepare contracts after verifying existence of all necessary conditions. Enter relevant data in PeopleSoft
Receive and clear attendance records and overtime requests payments; process and calculate separation payments as applicable; review salary advance vouchers for payment to temporary staff and process petty cash vouchers for reimbursement of medical certificates of fitness for work; ensure timely submission of work performance evaluations
Maintain annual and sick leave records of all temporary staff. Ensure accuracy and completeness of their respective individual files and records.

4. Other:

Provide backup to other HR Assistants (recruitment and consultants management) during absences and as necessary
Perform other related duties as required.



Professional Requirements:

Education: Secondary school education.

Experience: Minimum of three years office-related experience. Keyboard test in English at 35wpm essential.

Languages: Full command of written and spoken English essential. Knowledge of another IFAD official language desirable.

Knowledge: Excellent computer skills in managing software packages (MS Office suite) and other IT systems. Familiarity with IFAD-specific packages, such as PeopleSoft, and with IFAD operational and administrative procedures and correspondence styles.

Skills: Ability to plan, prioritise, and organize work efficiently, independently and accurately within a deadline-driven environment ensuring proper attention to detail. Ability to undertake a number of diverse tasks concurrently. Ability to meet tight deadlines under pressure; ability to manage upwards and to work successfully as part of a team.

Profile: Demonstrates initiative, drive and commitment. Motivated to learn and to engage in continued personal development. Strong team spirit, courtesy, tact. High level of responsibility, fairness and commitment. Ability to work with people of different national and cultural backgrounds and to work well within a team. Very good interpersonal communication skills.
