Procurement Officer P-3 - Administrative Services Division

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialised United Nations agency dedicated to eradicating poverty and hunger in rural areas in developing countries. It does so by financing projects and programmes that increase agricultural productivity and raise rural incomes, and by advocating at local, national and international level for policies that enable poor rural people to overcome poverty.




Duties and responsibilities

Under the direct supervision of the Senior Procurement Officer, ADM, the incumbent will plan, develop and implement procurement actions related to a variety of commodities, materials, equipment, and services for programme and administrative support in adherence to the organization's procurement rules regulations and guidelines. The work involves close coordination with the requesting units for the development of technical specifications or scope of work factoring in sustainability criteria as required, review of requisitions, processing of procurement requests and, where necessary, discussion/negotiations with the suppliers. In addition, the incumbent will act as focal point for the review and clearance of institutional contracts with non-profit organisations.

In particular, the incumbent will:

Plan, develop and manage complex procurement operations in a manner that is cost-effective, efficient and in accordance to organization¿s procurement rules, regulations and guidelines; establish schedules and priorities of procurement actions in close coordination with requesting units.
Render in-depth technical advice to requisitioning units on procurement and institutional contract issues, rules, regulations, guidelines and on writing Technical Specifications and/or Scope of Work. Also provide advice on availability and estimated prices of items/services substitutes or alternatives.
Review purchase requests submitted by requesting units to ensure completeness, adequacy of the commodities, goods, services, and technical specifications/scope of works.
Prepare/oversee preparation of solicitation documents; analyse them for conformity to specified requirements, price, delivery terms, warranty, maintenance, standardization or compatibility etc.
Manage/conduct all aspects of bid evaluation including review of technical and financial proposals, considering various factors affecting cost, technical specifications/scope of work, delivery schedules, warrantee and maintenance of goods or equipment, including training of users/maintenance staff and other contractual arrangements; carry out cost benefit analysis and recommend award .
Maintain constructive professional relations with requesting units / internal clients, suppliers, representatives of trade associations / industrial firms.
Develop contracts, in conformity with IFAD¿s General Terms and Conditions. Oversee adherence to contractual agreements; recommend amendments and extensions of the contracts and advise effected parties on contractual rights and obligations.
Participate in negotiations with representatives of suppliers.
Participate in UN inter-agency collaborative initiatives, in particular in the operations of the Common Procurement Team of Rome-based UN Agencies.
Approve and sign purchase orders and contracts up to the authorized value; prepare submission documents for review by the Contracts Review Committee.
Draft and review clear and effective procurement reports, rationales and management presentations on procurement activities and decisions.
Conduct market research to keep abreast with significant market developments; research and analyse statistical information and market reports on the world commodity situation, production patterns and availability of the goods and services; identify new technologies, products or services as well as new potential supply sources; identify, evaluate and recommend potential suppliers and manufacturers for tender invitation.
Assist, guide and if required, supervise subordinate staff and interns.





Education and experience

University degree, preferably in one of the following disciplines:, business administration, economics, law or related fields.
At least five years of progressively responsible experience in procurement activities, preferably gained with an International Organization.
Knowledge of procurement-related policies, procedures and operations of international organizations is desirable.

Planner and Organizer: Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision. Team Worker: Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Communicator and Negotiator: Ability to successful conduct negotiations with suppliers to achieve better conditions. Ability to draft clear and concise reports or rationale for procurement decisions on key issues.
Model of integrity, trustworthy and confident: highest standard s of personal integrity, trustworthiness, discretion and maturity.





Communication

Excellent written and oral skills in English required including the ability to set out a coherent argument in presentations and group interactions.
Working knowledge of Italian, French, Arabic, or Spanish an asset.
