The International Fund for Agricultural Development (IFAD) is an International Financial Institution and a Specialized United Nations Agency whose mission is to enable poor rural people to overcome poverty. IFAD's headquarters is in Rome, Italy, and is present in more than 90 countries to develop and finance programmes and projects aimed at increasing agricultural productivity and incomes.




Division Context

The Information and Communications Technology Division (ICT) is part of the Corporate Services Department of IFAD. Its stated objective is to be a strategic partner and a responsive service and support provider, delivering state-of-the-art technology and expertise to the workforce, its representatives and the leadership of IFAD. To deliver the above objective, the Division is organized as three complementary Sections namely, Technical Infrastructure and Security Operations; Application Development and Support; and User Support, Communication and e-Learning.




Duties and responsibilities

The Systems Developer, Knowledge Solutions delivers and supports application systems to address new and emerging business requirements. In this capacity, the incumbent is responsible for the successful development, integration, deployment maintenance and evolution of appropriate knowledge management and collaboration solutions, ensuring that these solutions provide the information and functionality that IFAD needs to operate effectively in a rapidly changing environment. To this end, the incumbent performs application development, evolution and maintenance activities and manages ICT consultants andcontractors, ensuring that all the necessary technical knowledge of KM and collaboration solutions is retained, documented, up to date and available to the Application Development and Support team.

Under the general supervision of the IT Solutions Coordinator, ICT, the incumbent will:

Design, develop, maintain, document and deploy corporate application systems, including commercial software packages; interface custom software with commercial packages and productivity tools.
Develop and maintain business (process) and technical models of new and existing application systems including Use Case models, Data models and Object models.
Coordinate development work of external vendors; package development work to be outsourced, monitor and control progress to ensure timely delivery and expected quality.
Provide ongoing and technical support to IFAD's corporate systems including problem resolution and bug fixing, application changes and enhancement, patch installation and testing, and system upgrades; resolve system configuration and performance problems.
Manage change requests for IFAD's corporate systems, including the evaluation, execution, testing, verification, acceptance and deployment of the requested solution.
Help users use the systems functionality effectively and provide coaching; promote business process integration and help users identify process improvements.
Support users in the testing and acceptance of new corporate systems functionality implemented.
Perform other related duties as required.



Education and experience

University degree in Computer Science, Mathematics or related field.
Minimum five years of professional work experience in developing corporate applications.
5 years of application development experience in J2EE.
3 years of Liferay Portal implementation experience using J2EE, JavaScript, JQuery, JSON.
Experience in Web development (HTML, CSS).
Experience in XML document manipulation (XSLT).

Desired technical competence

NET experience with practical implementation of SharePoint
