Information Technology Officer (Project Management)

Under the general supervision of the Division Chief of the Client Services Division, the Information Technology Officer (Project Management) manages and oversees the telecommunications and SWIFT operations for the International Monetary Fund (IMF). This includes the planning, definition, development, deployment, upgrade of telecommunications solutions in close collaboration with the IT Infrastructure Division. This position partners with cross functional IT groups, business customers, and external service providers to serve IMF headquarters (HQ) and nearly one hundred overseas field offices.
The Information Technology Officer (Project Management) is responsible for the delivery of quality solutions on behalf of the business. This involves the management of multiple complex projects for which the Information Technology Officer (Project Management) is accountable for work results. The Information Technology Officer (Project Management) oversees work that is performed by internal staff, staff augmentation resources, and contracted companies; builds relationships and works with customers to assess and understand business goals and objectives, and foster collaborative working relationships; and is responsible for the building of a cohesive team, providing direction, and defining and establishing work program priorities.
Main Duties and Responsibilities
  • Oversee collection, documentation, analysis, and communication of business and functional requirements for new or enhanced technologies. Participate in development and review of end user documentation; coordinate the development and delivery of user technical support; analyze impact of technology changes on users; and plan, communicate, implement, and lead telecommunications changes.
  • Develop and collaborate on short and long term plans, including identification, evaluation, and implementation of new and innovative telecommunications technologies and services, including video teleconferencing.
  • Management and oversight of the work of team staff members and vendor resources. Ensure quality delivery of service and adherence to standards and processes (e.g., change management, security reviews, incident management).
  • Prepare and report on telecommunication budgets, operations, cost/benefit analyses, risks, and feasibility studies.
  • Direct telecommunications operations including Cisco Internet Protocol (IP) telephone system (e.g., end point configuration moves, adds, and changes), mobility services, telecommunications links, SWIFT financial messaging application, and RightFax system for IMF official communications.
  • Manage multiple and complex projects (e.g., major infrastructure projects, upgrades, telecommunications services to support IMF/World Bank Annual Meetings).
  • Manage contracts for telecommunications services including, but not limited to, development of statements of work (SOW); selection of providers; direction, coordination, and quality assurance of work of vendors and service providers in the US and overseas locations.
  • Build relationships with technical and business community. Manage expectations concerning project time lines, cost, and functionality.

Qualifications

Experience
  • Demonstrated expertise in a wide range of telecommunications concepts and principles, with a thorough understanding of transmission protocols, traffic analysis, data transfer, voice, mobile, and video systems services, switching systems and other aspects of telecommunications in order to review and resolve difficult and complex telecommunications problems and develop sound technical solutions.
  • Experience with telecommunications carrier provisioning, billing, and troubleshooting procedures.
  • Project management experience of multiple multi-year and strategically important enterprise-wide system implementations.
  • Demonstrated experience in the planning, developing, and implementation of mission critical telecommunications projects and programs. Ability to review state-of-the-art and planned advances in telecommunications technology that offer potential solutions to improve and enhance communications.
  • Demonstrated ability to supervise the work of staff, staff augmentation resources, and external service providers.
  • Experience working in a team-oriented, collaborative environment.
  • Working knowledge of Microsoft Office tools such as MS Project, Word, Excel, Power Point, and Visio.
