The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. IRC has worked for over seven decades and today is involved in over 25 areas affected by conflict. We address both the immediate, life saving needs of conflict-affected people in an emergency and the reconstruction needs in post-conflict societies.

The IRC’s Research, Evaluation and Learning (REL) Unit aims to improve humanitarian aid and development through rigorous research and evaluation, using multiple methods from a wide range of disciplines.

The International Rescue Committee seeks a full-time Interim Research & Evaluation Manager (REM) on a maternity cover basis for a contract related to IRC-UK’s Humanitarian Framework established with Sida (the Swedish International Development Cooperation Agency). The REM will conduct and support ongoing and planned research and evaluation activities in accordance with this Sida Framework and related to some of IRC’s key sectors, including women’s empowerment, economic recovery, education, protection, governance, and health. The job requires a mix of operational and research skills and, a strong knowledge of humanitarian and development issues in areas affected by armed conflict.

The Research and Evaluation Manager should have the following qualifications:

Ph.D. in related discipline with minimum 1 years research experience with ability to apply either quantitative or qualitative methods to applied research questions, or Master’s degree with over 3 years of research experience;
Experience coordinating research and evaluation activities across teams/consensus-building;
Experience providing technical monitoring and evaluation-related support to field-based staff;
Experience with / working in developing countries and/or a conflict-affected contexts;
Knowledge of the trends and issues in international aid monitoring and evaluation;
Strong oral communication, and presenting skills
Fluency in English, proficiency in French preferred;
Experience of line management or team coordination, preferably of highly skilled ‘technical’ staff.

Location: London (with regular overseas travel)

Salary: circa £38,644 plus contributory pension

Term: 6 months from August 2012 (with the possibility of extension to a maximum of 12 months).
