Term of Reference (TOR) Irrigation and Water Access for Agriculture Assessment RANTAI (Rapid Acton on Nutrition and Agriculture Initiative) Project Timor Tengah Selatan District, East Nusa Tenggara Province

A. Period of
Performance - May 22 to July 6, 2012

B. Background
Helen Keller International (HKI) is working in Timor Tengah Selatan(TTS) District to improve the food security and nutrition conditions among vulnerable households through Homestead Food Production and Nutrition Education (HFP) through the implementation of the Rapid ActIon on Nutrition and Agriculture Initiative(RANTAI) Project. This model integrates improved agriculture production practices at the household level
with intensive nutrition education. HKI will promote improved homestead food production of nutritious crops (e.g. fruits and vegetables) as well as poultry or other small animal husbandry and aquaculture, in combination with improving the marketing of surplus household production in TTS district. The project aims to improve household food and nutrition security in approximately 4,000 vulnerable households and their members, through the establishment of up to 200 demonstration farms (DF) in all 32 sub-districts in TTS.

In TTS, most households manage their homesteads for agriculture in the wet season only. A research of food and nutrition situation in TTS conducted by Plan International Indonesia and Bogor Agricultural Institute (2008) showed that food availability at household level was most depended on the yield of one planting season throughout the year. It is caused by low rainfall and lack of irrigation facilities. March until June is the harvesting period for corn, bean, sweet potato, potato, vegetables, carrot and cassava. While in dry season (between July and November) and three months of rainy season (from December to February) there are no food crops harvested.

Year-round availability of micronutrient rich foods (plant and animal sources) depends on the availability of water to maintain irrigation of crops and other farm-related purposes. Since 2008, the TTS district government via Sub Agency of Irrigation has provided irrigation facilities to village communities to support their agricultural activities. Irrigation facilities such as water reservoir and irrigation system with water sources from springs, rivers and lakes built in at least 21 sub districts (Kimpraswil TTS, 2012). In addition, NGOs such as Plan International Indonesia helped village communities in 12 sub districts by providing water piping while ACF supported community with water piping and wells on two villages in Amanatun Utara Sub District.

HKI is looking to establish irrigation support at the community/household level under the RANTAI project intervention. As such HKI is hiring a consultant to conduct assessment on irrigation in TTS district and make recommendations for establishing low cost irrigation support to the communities and households ensuring regular access to adequate sources of water to irrigation for home-based agriculture and animal husbandry. Results from this consultancy will feed into set up of irrigation in the project.

C. Task Description
The consultant will conduct a field assessment in TTS district to determine the current situation of water availability for agriculture and recommend strategies to establish a community-based low cost irrigation to support home-based agriculture and small animal husbandry. This should take into account current community and social structures, protection of the environment/ environmental concerns, and other socio-economic considerations.

D. Specific Tasks
Specifically the consultant will:
1. Assess the
technical feasibility and/or capacity of identified water sources in each
village to ensure availability of water for irrigation of household crops and to support animal rearing, with particular focus on availability during the dry season (including the period of water availability, covered area/households
etc..
2. Identify the most
reasonable and cost effective water source to ensure year round availability of water both from the underground and surface water.
3. Examine the
environmental aspects of the recommended irrigation techniques and system forthe RANTAI project area.
4. To assess the possibility of communities/HH sharing the cost of installing irrigation and water management systems focused on HH agriculture.

E. Deliverables and Due Dates
The main output of this work is a report outlining the results of the assessment and key recommendations for the design of an irrigation system that will suit the objectives of the RANTAI project and the conditions
in the area of implementation. The expected deliverables from consultant(s)
will be the following:

Develop designof irrigation assessment (25%) which can answer specific needs of HFP model.

Conduct the assessment (25%), including:
Detailed analysis of the data collected and provide descriptive statistics for all variables and inferential statistics for planned comparisons included in the data analysis plan;
Report of the above and provide draft to HKI program team for review and comment (Presentation of draft report to HKI for review)
Develop of irrigation set up based on situation assessment (25%)

Final Report(15%) including:
Executive summary
Background
Objective
Methodology
Description of survey results/ findings
Recommendation (specifically on recommended irrigation system)
Conclusion
Present resultsof consultancy work to HKI and relevant stakeholders (10%)

F. Qualifications and Experience
1. Master degree in
technical irrigation/civil engineering or relevant fields with a minimum of
five years’ experienced in program implementation of rural development in the
similar area.
2. In-depth understanding of methods and applications on irrigation especially on drip
irrigation.
3. Demonstrated experience in conducting group discussion with the community members and government offices
4. Familiarity with the policies, programmes and operating styles of the local governments that relevant with survey objectives
5. A solid network of contacts in the survey target areas including with technical agencies, policy institutions, non-government, universities and community-based organizations.
6. Understanding and sensitivity to the diversity of cultures, tradition and languages of the areas

G. Technical Supervision and Substantial
Involvement HKI Indonesia will supervise the work performed by the consultant and approve deliverables and payment.

Including
Provide relevant data as necessary
Support the procurement of government’s survey permits, if needed
Facilitate communication and coordination with HKI team in survey areas
Provide feedback as scheduled in TOR
Settle payments in line with agreement
