NRC Education Project Coordinator YEP

The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. The Country Office is located in Juba, Central Equatoria. NRC currently operates an integrated programme focused on Education, Shelter (School Construction, Emergency Shelter and WASH), Emergency Food Security and Livelihoods (FSL) and Information, Counselling and Legal Assistance (ICLA). NRC South Sudan is a programme in expansion.

The Education Programme, as with other NRC programmes, is designed to provide protection and durable solutions for IDPs, refugees and returnees in South Sudan, thereby contributing to the improvement of their living conditions, education opportunities, and the development of viable and sustainable solutions.

Job description -Responsible for planning, implementation, financial management and follow-up of all components under project: vocational training, life-skills and academic courses for youth, adult literacy and numeracy, early childhood development (ECD) and English courses for teachers -Develop steps and procedures for timely planning and implementation of all elements of the YEP, Adult Literacy and IEC, in particular all training, monitoring and evaluations -Monitor budgets and ensure activities are in line with proposals and funds -Responsible for the management and training of 17 national staff and for the recruitment of new staff -Assess needs for capacity building among education staff and local resource persons and partners, and organize additional training for the staff and local Ministry of Education Officials -Cooperate with the Ministry of education, communicate with and facilitate necessary agreements with YEP Community Committees, local education authorities and partners -Monitor, evaluate and suggest changes and improvements -Ensure that education activities are in accordance with international norms and standards and meet regulations under INEE -Prepare reports as required by donors and partners -Assist the PM in the development of NRC’s Country strategy, action plan and advocacy messages and other priorities in the education sector -Carry out assessments in NBeG and other states to identify areas of expansion -Offer support, knowledge and skills in ensuring access, gender equity and quality in education projects -Actively promote education in communities and Child Rights, especially education for girls -Any other task relevant to the position

Qualifications -Relevant university degree in Education or a related field of study along with teaching/training and education programme experience -Minimum five years experience working in international education, vocational training and literacy programmes, developing sustainable education interventions with at least three of those years as field work, preferably in rural Africa supporting IDP, returnee, refugee and vulnerable host communities -Experience in complex emergencies or post-conflict settings, working in a difficult security environment, in coordination with UN agencies, local government authorities, communities and INGOs -Proven experience in personnel management, administration, finance, and logistics -Strong writing skills and demonstrated experience in the development and writing of education programme proposals and budgets -Attention to issues of gender and culture in programming -Significant understanding of complex emergencies and crisis contexts with some knowledge of Sudan/South Sudan and of the prevailing political context -Experience in strategic thinking and planning -A thorough understanding of protection issues and experience with implementation of protection based projects -Proven communication, interpersonal, representation, negotiation and leadership skills -Fluency in the English language -Above average computer literacy -Holder of a valid international driver’s licence

We offer -Commencement: As soon as possible -Contract period: 12 months with possible extension -Salary/benefits: According to NRC’s general directions, -Duty station: South Sudan is a ‘non-family duty station’. The duty station will be Aweil, Northern Bahr el Ghazal, however extensive travel inside South Sudan, and to all field offices, will be conducted. Juba, Aweil and Alek are usually quiet and relatively safe, and foreigners can normally move around in daylight hours without harassment or danger. Travel outside the main towns is limited due to challenging road conditions; most travel is by air and is dependent on changing security and environmental conditions. Recreational and social facilities are limited, and accommodation is within the respective NRC staff compounds in Aweil, Juba, and Alek.
