Public Health Specialist – CDC PEPFAR Coordinator

The U.S. Embassy in Pretoria is seeking an individual for the position of Public Health Specialist in the Centers for Disease Control and Prevention (CDC).

Minimum Requirements

Qualifications Required:
NOTE: ALL APPLICANTS MUST ADDRESS EACH SELECTION CRITERION DETAILED BELOW WITH SPECIFIC AND COMPREHENSIVE INFORMATION SUPPORTING EACH ITEM.
Items 1-5 are ALL REQUIRED

1. Education: Graduation from an accredited university with a master’s level degree in public health, public policy, public administration, development or related discipline is required.
2. Experience: A minimum of five years of progressively responsible work experience in public administration, public health, or public policy setting, including a minimum of 3 years experience in program management and/or coordinationis required. One year at the managerial level with multiple staff is required.
3. Language: Level IV English (reading, writing and speaking) is required. Incumbent must be able to compose effective written reports and documents.
4. Knowledge:
- The incumbent must have a good working knowledge of the structure and functions of all USG agencies implementing PEPFAR in country, primarily USAID and CDC, and the management structures of PEPFAR including Technical Working Groups and the Oversight Committee.
- The job holder must have a broad knowledge of the National operational environment, including a detailed knowledge of the structure and operations of the South African Department of Health, Department of Social Development, Department of Basic Education, Premier’s Office and Provincial AIDS Councils and the environment for health care delivery at the national, provincial and district level in South Africa.
- The job holder must have detailed knowledge of the policies, procedures and regulations of SAG and the local jurisdiction related to health care delivery and public health issues commonly encountered in the implementation of PEPFAR-supported activities within the assigned jurisdiction.
- In addition, the incumbent must have a good working knowledge of the programmatic elements of PEPFAR.
5. Skills and Abilities:
- The incumbent operates independently and his/her work is reviewed primarily on the basis of results achieved within the broad constraints of policy and priorities.
- The incumbent must be able to independently analyze political, social, economic, and policy issues and formulate, present, and successfully defend complex activity design and implementation actions and documents in clear, effective and professional manner.
- The incumbent must possess skill in conducting detailed analyses of complex functions and partner performance.
- The incumbent must have the interpersonal skills and ability to communicate with all levels of internal and external management to insight interagency participation and cooperation.
- A high level of writing skills, good computer skills (including initiating and managing an activity database), administrative and management skills, policy and diplomacy skills are required.

Job Specification

Basic Function of Position:
The incumbent shares many of the duties of the Centers for Disease Control and Prevention (CDC) President’s Emergency Plan for AIDS Relief (PEPFAR) Coordinator for the development and implementation of a unified program that capitalizes on CDC’s comparative advantages and competencies involved in implementing public health program activities funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) in South Africa.. This is a strategic advisor, management and a communication role. Job holder serves as a primary strategic advisor to the CDC Director and Deputy on planning CDC activities in South Africa through PEPFAR. As the day-to-day manager of the CDC Public Health Advisor’s Office, job holder monitors the CDC PEPFAR budget, assigns and clears on work products prior to submission to the Secretariat, ensures key PEPFAR reporting timelines are met, and works closely with service providers to meet office operational requirements. Job holder communicates with the participating U.S. Government agencies (primarily the US State Department and USAID), working closely with agency program managers and the inter-agency technical working groups to ensure coordinated planning, implementation, and monitoring of PEPFAR supported activities. Job holder serves as a key member of the PEPFAR Oversight Committee which guides strategic planning and the overall management of PEPFAR in country. Job holder serves as Acting CDC Public Health Advisor in the CDC Public Health Advisor’s absence.



Salary:
Ordinarily Resident: FSN-12
Basic Salary: R534,747 – R748,642 per annum
Cash Benefits: R117,908 – R135,733 per annumNon-cash benefits include medical, pension and others where applicable
