Regional Programme Coordinator GOAL HONDURAS

General Description of the Country Programme: GOAL has been working in Honduras since Hurricane Mitch devastated the region in 1998. Following the immediate emergency response to Hurricane Mitch in Honduras GOAL focused on a programme of rehabilitation including provision shelter and basic services to those families who lost their homes to the hurricane. Since 2002 there has been a transformation in GOAL’s programming and strategy in the Honduras, where it has moved from post-Mitch rehabilitation to longer-term development programmes. The overarching objective of the current programme is To Strengthen civil society´s ability to reduce inequality, exclusion and poverty through Community Led Local Development. GOAL is currently focused on the following target areas:

Gracias a Dios: The programme in GaD consists of Disaster Mitigation and Preparedness principally under the DipECHO Action Plan for Central America, Food Security and Livelihoods, provision of basic social infrastructure including water and sanitation and local civil society capacity building. GOAL employ approx. 15 local staff for its current programming in Gracias a Dios and operates 2 sub-offices in Gracias A Dios apart from the regions head office in Puerto Lempira. The principal mode of transport in Gracias a Dios is by boat along rivers, canals and across lagoons. There is no road connection between Gracias A Dios and the rest of Honduras. Communication is limited outside the main towns. The region is extremely vulnerable to seasonal flooding during the hurricane season. Key activities: Capacity building, Training, Construction, Water & Sanitation, Logistics. GOAL’s current operations in Gracias a Dios enjoy notable donor support and interest in future projects from a number of Donors. The programme is likely to grow and additional resources will be required. Recruitment and team balancing as well as team management will be required to allow the programme to build in a controlled manner.

Yoro: The programme in Yoro consists of Construction/Rehabilitation of basic social infrastructure and Food Security and Livelihoods. Also, Disaster Mitigation / Preparedness and local civil society capacity building type of interventions are key to our programmes. Key activities: School Construction, Water & Sanitation, Conservation Agriculture, Capacity building, Training, Logistics. A number of micro-projects are currently being pursued for funding. Some Donors are interested in investing in Yoro. However, the funding status is less secure for Yoro. This issue will be a key focus in the short/medium term for Goal Honduras.

Tegucigalpa: The programme consists of Disaster Mitigation / Preparedness and Community Development, improved infrastructure and local civil society capacity building. Key activities: Disaster Preparedness, Capacity building, basic social infrastructure and housing, Training, Logistics. Honduras is an interesting area of experimentation and learning for GOAL. It is the only region where GOAL is implementing disaster mitigation and preparedness programmes.

Job Purpose: To coordinate GOAL´s regional programme in Gracias a Dios.

Main duties and responsibilities: • Coordinate effective implementation of GOALs regional programme activities in Gracias A Dios in terms of quality, timeline, budget and compliance with Donor guidelines. • Management of GOALs DipECHO VIII Bi-national project in La Mosquitia Honduras and Nicaragua. GOAL will oversee the overall project implementation conducted in collaboration with GVC, our partner in charge of the implementation of the project activities in La Mosquitia Nicaragua. • Coordinate the effective administration of GOALs regional offices and logistical systems in Gracias A Dios. • Financial administration, planning and reporting of GOAL projects in Gracias a Dios in coordination within GOAL Financial Controller, National Programme Manager and Country Director. • Chair weekly planning meetings with programme staff and submit monthly progress reports to Country Director. • Ensure familiarity with GOAL’s strategic objectives and with compliance issues for GOAL current and potential donors. • Lead proposal development process for Gracias A Dios, supporting the Country Director, Finance Controller and Program Support Officer to develop high quality proposals that meet the requirements of GOAL, the Government of Honduras and donors’ standards (eg EU, USAID, UNICEF, IRISH AID, WFP) • Research for new programme proposals, including liaising with other INGOs, government ministries, UN Agencies, ECHO, EU and other donors to be up-to-date with opportunities and developments within the relevant sectors. • Represent GOAL in meetings with local government agencies, Indigenous Federations, UN organizations and NGO coordination mechanisms and other local actors as required. • Coordinate monitoring and evaluation and data collection on project implementation to assess project impact and to plan future interventions. • Coordinate, collate and assist programme staff with writing grant reports to ensure timely delivery of quality reporting. • Ensure proper filing and maintenance of all grant files in both hard and soft copy. • Ensure visibility for GOAL and donors in accordance with GOALs visibility plan and donor guidelines • Management of GOALs local team in Gracias a Dios in accordance with personnel procedures and in coordination with GOAL Honduras senior management team.. • Oversee compliance with GOAL security guidelines for programme in Gracias A Dios. • Oversee compliance with GOAL logistical systems for programme in Gracias A Dios
