Roving Donor Compliance Officer - GOAL

The main function of this position is to promote a culture of knowledge of specific donor rules and regulations and ensure compliance with those rules and regulations in all GOAL field sites. It is imperative that GOAL staff, and in particular all field staff, are conscious at all times of donor rules and regulations. The Roving DCO will be responsible for reviewing field sites’ systems for compliance with various institutional donors’ rules and regulations and also ensuring that GOAL internal policies and procedures are adhered to. Key tasks will include, liaising with the Head of Compliance in rolling out work plans for Field DCOs and monitoring the progress of these, providing in-country training to Field DCOs and other field staff as necessary..

The role will require a maximum of 80% of time to be spent away from base in field offices.

Responsibilities 1. A strong understanding of donor requirements a. Develop a general understanding of the specific requirements of donors and the type of analysis that they undertake when they audit GOAL’s work with particular emphasis on USAID/OFDA, ECHO and EU primarily and thereafter, DFID, Irish Aid and country specific donors as required. b. Review training materials and tools for the various donors as designed by the previous DCOs and tailor these for specific country requirements. Prepare additional training packs if/when necessary. c. Provide in-country training to compliance staff and finance/logs staff as necessary. d. In conjunction with the Head of Compliance, provide guidance and support on donor compliance issues to field staff as and when they arise.

  1. Field Visits a. Visit field offices with institutional donor grants. Using initial and interim assessments of their compliance status, prepare a plan in conjunction with in-country FC and CD and the HQ Head of Compliance as to what is required to achieve a satisfactory level of compliance. b. Review sample of transactions tested during quarterly task list completion for accuracy/validity of testing procedures. Test additional transactions not covered by the quarterly task lists: i. Perform tests on transactions to ensure compliance with donor and GOAL rules and regulations. ii. Review donor reports and ensure transaction listings supporting donor reports are available for inspection. iii. Ensure the categorisation of transactions is appropriate to the heading within which they are included in the donor report. iv. Review related records for compliance: staff contracts, timesheets, procurement documentation, stock, assets, etc. v. Include project site visits to undertake verification of activities completed, visibility, distributions and related distribution/stock records etc. Report on any material deviations from results stated in the final report to that delivered on the ground. c. Follow up on any issues noted in recent quarterly compliance reports for the particular country and establish how these issues are being addressed in country. d. Review filing protocols to assess the facility with which Head Office staff may access support documentation for auditors, including, but not limited to, procurement documents (tendering docs, comparative quotes, waybills, goods in docs, warehousing docs, internal transport docs, source & origin of goods etc), employment contracts, beneficiary documentation (selection and distribution/aid delivery), vehicle logs and other evidence of location and use of assets e. Provide training and support to Donor Compliance officers in each field where the position is in place and otherwise provide an overall assessment of resources allocated to ensuring donor compliance needs are met. Any deficiencies in this area need to be remedied by strong recommendations to rectify the situation. f. Provide training to Field DCOs and other staff (Management, Programmes, Finance, Logistics and HR) on donor rules and regulations, and procedures, for example procedure for applying for budget realignments and no-cost extensions. g. Provide training to staff (as above) on preparing donor proposals and subsequent monitoring of activities, budgets and procurement plans to facilitate meeting donor compliance, as and when required h. Review Grant management meetings guidelines with the Field DCOs and/or CDs and ensure that these are taking place and if not how they can be progressed.

  2. Technical Support to HQ and Country Programmes a. In conjunction with the Head of Compliance, provide technical support in relation to donor compliance requirements across all departments Finance, HR, Logistics and Programmes. b. Regular interaction with the GOAL Logistics department and GOAL’s roving field logisticians is required to ensure that there is a common understanding of areas of overlap between the financial and logistical aspects of donor compliance. c. In conjunction with the Head of Compliance, liaise with other Technical Team and GOAL Dublin Operations where donor compliance affects their specific area.

  3. Ad-hoc tasks a. Support to Head of Compliance and COO in Dublin and undertake any other tasks requested by same.

Requirements

o NGO experience essential – minimum 2 years in the sector o Experience in performing audits and reviewing controls o Experience in dealing with institutional donors such as OFDA/ USAID, ECHO and DFID o Training and management skills are required and ability to work with a multinational team o Excellent interpersonal, motivational and management skills o Excellent written and spoken English, communication and training skills o Excellent excel and word skills - attention to detail is necessary o Willingness to travel and work in challenging environments o Ability to travel at short notice and live in basic conditions at times
