Senior Human Resource Specialist Frontex

The Senior Human Resource Specialist will be employed in the area of personnel administration, developing the Human Resources programmes and leading a team to ensure that planning, formulating,
implementing and monitoring of Human Resources policies and processes in the areas of payroll, entitlements and staff well-being, result in efficient services for delivery to Frontex staff in a transparent
manner, whilst conforming fully with the EU Staff Regulations and Frontex Rules.
Reporting to the Head of Human Resources Sector, the Senior HR Specialist will be responsible for:
  • Coordinating the work of the team responsible for personnel administration - payroll, entitlements, and staff well-being;
  • Providing legal advice in the interpretation of EU staff related rules and policies;
  • Drafting the annual Establishment Plan and the associated budget;
  • Implementing the EU Staff Regulations and Frontex Rules to cater for the specific needs of the Agency and translating them into easy-to-follow procedures for staff, such as:
    - working arrangements for Frontex staff social welfare entitlements; anti-harassment measuresand guidelines.
  • Providing input to periodic status reports on the execution of HR tasks and activities under his/her responsibility;
  • Being responsible for the Frontex personnel files, both electronic and hard copy as well as ensuring that the files are kept up to date and protected according to the strict rules laid down on personal data protection;
  • Providing input and support to the Human Resources Sector with the development of Human Resources strategies;
  • Fostering open communication with the Agency staff on Human Resource issues;
  • Developing effective dialogue mechanisms for interaction with the Frontex Staff Committee;
  • Performing any other task as requested by the Head of Human Resources related to his/her area of competency.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Eligibility criteria
To be eligible, an applicant must have:
  • a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more;
  • or
  • a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of of at least 1 year when the normal period of university
  • education is at least three years ; Only qualifications that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said EU Member States shall be taken into consideration.
  • in addition to the above, by the closing date for applications, at least 9 years of proven full-time professional experience;
    Professional experience will be taken into account after the award of the minimum qualification certifying the completion of the level of studies required above in the first two bullet points. Only duly documented professional activity is taken into account. Only the required education will be taken into account.
    ANY GIVEN PERIOD MAY BE COUNTED ONLY ONCE (in order to be calculated as eligible, years of studies or professional experience to be taken into account shall not overlap with other periods of studies or professional experience, e.g. if the applicant had a full-time job and did freelance consultancy work in the evenings and weekends, the days spent on the latter will not be added to the period). In case of part-time work the professional experience will be calculated pro-rata in line with the workload stated by the applicant.
    Compulsory military service or equivalent civilian service accomplished after the achieving the minimum qualification stated in the first two bullet points shall be taken into consideration as professional experience if the official documentation is provided.
  • produce evidence of thorough knowledge of one of the languages of the European Union and of satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties;
  • be a citizen of one of the Member States of the European Union or the Schengen Associated Countries;
  • enjoy full rights as a citizen;
  • have fulfilled any obligations imposed on them by the laws of their home country concerning military service;
  • be physically fit to perform their duties.
  • For reasons related to the Frontex working requirements, be available as soon as possible for the job.
Selection criteria
Professional competencies
The applicant will be required to demonstrate that he/she has:
  • professional experience, at a senior level, in the field of Human Resources;
  • professional experience and substantial knowledge of EU Staff and Financial Regulations;
  • previous working experience in an international, multicultural environment (minimum 5 years);
  • ability to communicate at all levels, including negotiation skills;
  • high degree of commitment, responsibility, flexibility and initiative;
  • high levels of confidentiality, tact and discretion when dealing with people;
  • excellent command of English.
The following attributes would be advantageous:
  • university degree preferably in law; human resources management, political sciences, public
  • administration, economics or social sciences degrees would also be considered;
  • experience in team management;
  • familiarity with European Union law including case law, particularly in the field of the EU Staff and
  • Financial Regulations, as well as with procedures and terminology relevant to the position;
  • excellent communication skills;
  • excellent drafting skills;
  • good command of other European Union or candidate countries languages, preferably French.
