Terms of reference
For the recruitment of a Local Capacity Builder for the capacity building and support of SNV client organisations in the dairy value chain development.

1. Background

Pastoral Livestock is one of the four subsectors of the agriculture sector in which SNV Cameroon intervenes. The subsector’s overall objective is to improve the livelihoods of pastoralist’s men and women through increased productivity of the pastoral livestock production system and marketing of their products. The pastoral livestock sub sector involves two main value chains, namely “animals on hoof (cattle, sheep and goats)” and “milk and sub products”.
The dairy component essentially involves women and has as objective to enhance pastoralist women cooperatives/CIGs’ performance in production, collection, processing and commercialization of milk and dairy products. This objective corresponds to SNV’s impact area on Production, Income and Employment (PIE).

SNV Cameroon currently intervenes in pastoral livestock in the North West and Far North regions of Cameroon. The North West and Far North Regions are favourable ecological zones for milk and dairy farming both in pastoral and zero-grazing systems. There is a huge supply gap that continues to widen with the increasing urbanisation and population growth of the regions as well as demand from other main towns in the country. The continued rise in milk import and price presents an opportunity to develop the domestic milk subsector.

Since 2008, SNV Cameroon and its partners consisting of clients (dairy cooperatives and union), Local Capacity Builders (LCBs) , dairy processors, MINEPIA etc. have been involved in various activities to improve on the dairy value chain. These activities include mainly dairy actors’ visioning and strategy development workshops, organizational diagnosis of dairy cooperatives and dairy union, business planning, analysis of milk collection points in the regions, market prospection, and creation of the North West Dairy Platform (NOWEDAP) and the Far North dairy platform “Plateforme des Acteurs de la Filière Lait de la région de l’Extrême-Nord” (ACFILEN), etc.

In pastoral systems in the regions, milk productivity is generally low but high cattle number has increased milk availability. There are few processors (Cameroon Dairy Industry, Tadu Dairy cooperative, Redou Gniwa, Tapaïkepe) unreachable by more than 95% of pastoralist dairy producers. A bulk of fresh milk produced by pastoralists is consumed by the households while a few individuals and cooperatives are engaged in cottage milk processing. The milk value chain is fragmented and poorly developed owing to the constraints of low productivity and irregular/seasonal milk supply, poor collection system, equipment and quality control, poor processing techniques and marketing strategies, poor organisation and entrepreneurship amongst producers, and insufficient financing to increase investment and production efficiency. Also crucial are infrastructural issues particularly limited/irregular energy supply and bad roads in most rural areas that impede processing, storage and other marketing functions.
In the North West and Far-North Regions, SNV Cameroon has very recently been working with the network of pastoralist dairy cooperatives donated as Network of Extensive Dairies (NED) and Plateforme des Acteurs de la Filière Lait de la région de l’Extrême-Nord (ACFILEN) as clients to address the above mentioned constraints with the aim of improving the production, income and employment of pastoralist women and men. NED and ACFILEN are new structures with just a few dairy cooperatives whose capacity and number needs improvement to reasonably participate in the dairy value chain.
Based on the preceding paragraphs, this ToR is developed to recruit a competent LCB to support the capacity building and accompaniment of NED and ACFILEN and its member cooperatives to improve their performances towards sustainable dairy enterprise development with the ultimate aim of achieving PIE (Production, Income and Employment).

2. Objectives
The objective of this assignment is to strengthen the capacity of SNV clients and accompany them in establishing viable dairy enterprises for improved production, income and employment of members.
The specific objectives are to:
2.1 Strengthen the capacity of dairy cooperatives in milk production, collection, milking techniques and hygiene.
2.2 Strengthen the capacity of dairy cooperatives on milk handling, processing and storage of dairy products.
2.3 Strengthen and accompany dairy cooperatives in dairy market prospection, marketing strategies development and implementation.
2.4 Reinforce capital formation and external resource mobilisation by dairy cooperatives.
2.5 Strengthen entrepreneurship and organisational management of dairy cooperatives, networking within NED NOWEDAP and ACFILEN, and facilitate the integration of potential dairy cooperatives/groups into NED and ACFILEN.

3. Expected Results

The expected results of the assignment are:

3.1 Improved performance of dairy cooperatives in milk production, collection, processing and commercialisation of dairy products

3.2 Increased capacity of dairy cooperatives in capital formation, external resource mobilisation, investment and growth of dairy enterprises.

3.3 Improved management of dairy cooperatives and business relationship among dairy actors

3.4 Increased membership and organisational development of NED and ACFILEN.

4. Activities to be carried out by the LCB
The LCB will carried out and accompany the SNV clients in the following activities:

4.1 Training and accompaniment on improved animal nutrition for milk production
4.2 Training and accompaniment on milking, milk hygiene and quality standards
4.3 Organisation of milk collection system and supply management
4.4 Training and accompaniment on dairy product processing
4.5 Training and accompaniment in dairy products marketing
4.6 Training and accompaniment on entrepreneurship and cooperative business development and management
4.7 Accompaniement on networking and business partnership development
4.8 Training and accompaniment in capital formation and resource mobilisation
4.9 Training on organisational and institutional strengthening of cooperatives and networking
4.10 Capitalisation on the processes

5. Level of effort
A maximum of 60 days will be used for the assignment in North-West and 40 in Far-North.

6. Profile of the LCB
Local organisations interested in this call should meet the following requirements:
• Have a university degree in one of the following areas: Enterprise development, agricultural economics, economics, agribusiness, agronomy, veterinary science, rural development or any other equivalent degree.
• Good knowledge and skill in dairy production techniques.
• Minimum of 5-year experience in supporting producer organizations in dairy production and marketing in Cameroon.
• Be culturally sensitive to pastoral livestock…and have good facilitation and animation skills.
• Proven entrepreneurial ability will be a significant asset.
• Knowledge of the intervention areas or a physical presence (North West Region) will be an asset.
• Ability to work in rural areas for fairly long period will be an asset.

7. Application documents

• A technical and financial proposal considering a maximum of 60 man days for the North West Region and 40 man days for Far North Region.
• Previous experience in supporting producers’ organizations in agricultural value chains development in general and dairy value chain in particular.
• CVs of persons involved in the assignment

8. Other information
• This call concerns 2 regions (North-West and Far-North regions) and two LCB will be selected for each region: one for milk production and another for processing and commercialisation. Applicants are therefore required to indicate their region and topic of interest.
• As part of a successful implementation of these benefits, the LCB is encouraged to mention its possible needs for capacity building in its offer.
• SNV will not have specific commitment with the bidder during the time in preparing and submitting its bid".
• The cost of accommodation and transport is supported by SNV according to its internal procedures; the financial bid will indicate the unit price and total fees. Expenses related to workshops and trainings are also not included in the LCB offer".
