VACANCIES ANNOUNCEMENT

The Public Service Recruitment Secretariat was established in accordance with section No.29 (1) of the Public Service (Amendment) Act No.18 of 2007. One of the main functions of this organ is to advertise vacant posts occurring in the Public Service and conduct recruitment process.

On behalf of the Ministry of Agriculture Food Security and Cooperatives (Tanzania Official Seed Certification Institute -TOSCI), the Public Service Recruitment Secretariat invites qualified Tanzanians to fill vacant posts as shown below.

1.0 TANZANIA OFFICIAL SEED CERTIFICATION INSTITUTE (TOSCI)

The Tanzania Official Seed Certification Institute (TOSCI) was established under the Seed Act No. 18 of 2003 as a successor to Tanzania Official Seed Certification Agency (TOSCA), which is a government entity under the Ministry of Agriculture Food Security and Cooperatives. TOSCI is responsible for verification and certification of varieties of seeds produced for sale in the country and for export.

1.1 FIELD OFFICER GRADE II - 2 POSTS 1.1.1 DUTIES AND RESPONSIBILITIES

• Assist researchers in carrying out specific research/technical programs by conducting laboratory/field tests and keeping proper records of results.

• Operate and maintain laboratory/field equipment.

• Carry out routine field inspection, seed sampling, seed testing; and operations in the laboratory and in the field.

• Carry out routine laboratory seed analysis.

• Keep proper records of seed certification and research data.

• Ensure availability of research materials and their safe custody

• Assisting in collection of plant specimens, seed and their data from field for identification.

• Operate and maintain routine services of field equipment.

• May be assigned to carry out field and seed inspectorate activities.

1.1.2 QUALIFICATIONS AND EXPERIENCE
• Diploma in relevant agricultural science subjects from MATI or their equivalent
agricultural colleges.
1.1.3 REMUNERATION

Attractive remuneration package in accordance with the Institution’s Salary Scale: PGSS

1.2 ASSISTANT INTERNAL AUDITOR GRADE II - 1 POST

1.2.1 QUALIFICATIONS AND EXPERIENCE
• Diploma in Accountancy obtained from a recognized institute with at least 1 year
working experience.
1.2.2 DUTIES AND RESPONSIBILITIES

• Receive and make payments

• Custodian of books of accounts

• Make Bank Reconciliation against payments

• Processing application of retirement of imp rests

• Ensure that accounting documents under him/her jurisdiction are properly maintained.

• Proper recording of Books of accounts, Posting of bills, journal entries etc.

• Examine payment vouchers before passed for payment

1.2.3 REMUNERATION

1.3 PERSONAL SECRETARY GRADE II - 2 POSTS 1.3.1 DUTIES AND RESPONSIBILITIES

• Type correspondence, memoranda, minutes, reports.

• Maintain a diary of appointments.

• File minutes and letters.

• Orally relay messages and instructions from executives to his/her subordinates.

• Operate office photocopy equipment.
1.3.2 QUALIFICATIONS AND EXPERIENCE
• Secondary Education Examination with two years Secretarial Course Certificate
and passed Secretarial Examination Stage II and passed other relevant Secretarial
Courses.
• Good interpersonal communication skills in both English and Kiswahili, computer
literate with shorthand 100 wpm.
1.3.3 REMUNERATION

1.4 OFFICE ATTENDANT GRADE II - 2 POSTS 1.4.1 DUTIES AND RESPONSIBILITIES

• Will be assigned specific duties in the office, laboratory or field.

• Assist Laboratory Technician Seed Analysts in carrying out laboratory activities

• Cleaning of Lab. equipment and office surroundings.

• Arrangement of Laboratory equipment.

• Preparation of media for seed testing.

1.4.2 QUALIFICATIONS AND EXPERIENCE

• Form IV certificate with bias in Science subjects will be an added advantage.

1.4.3 REMUNERATION

1.5 DRIVER GRADE II - 2 POSTS

1.5.1 DUTIES AND RESPONSIBILITIES

• Drive TOSCI vehicles.

• Ensures that vehicles are serviced to the required standard.

• Makes regular checks on the TOSCI vehicles and other machinery. • Maintains log-books for each and every trip/journey made;

• Ensures the vehicle is serviced regularly. • Undertakes minor repair/services.

• Performs any other duties assigned by Administration.

1.5.2 QUALIFICATIONS AND EXPERIENCE

• Secondary School Education with driving license class” C” and trained motor vehicle mechanics/technicians, a trade test grade II and a clean records in driving motor vehicle.

• Good interpersonal communication skills in Kiswahili.

1.5.3 REMUNERATION

GENERAL CONDITIONS

i. All applicants must be Citizens of Tanzania and not above 45 years old

ii. Applicants must attach an up-to-date current Curriculum Vitae (CV) having reliable contact postal address, e-mail address and telephone numbers.

iv. The title of the position applied for should be marked on the envelope; short of which will make the application invalid.

v. Applicants must attach their detailed relevant certified copies of Academic certificates:

- Postgraduate/Degree/Advanced Diploma/Diploma/Certificates.

- Postgraduate/Degree/Advanced Diploma/Diploma transcripts.

- Form IV and Form VI National Examination Certificates.

- Computer Certificate

- Professional certificates from respective boards

- One recent passport size picture affixed at the top-centre of the first page and birth certificate.

vi. FORM IV AND FORM VI RESULTS SLIPS ARE STRICTLY NOT ACCEPTED

vii. Transcripts, Testimonials, Partial transcripts and results slips will not be accepted.

viii. Presentation of forged academic certificates and other information in the CV will necessitate to legal action

ix. Applicants for senior positions currently employed in the public service should route their application letters through their respective employers.

x. Applicants for entry levels currently employed in the Public Service should

not apply, they have to adhere to Government Circular Na. CAC. 45/257/01/D/140 dated 30th November 2010.

xi. Applicants who have/were retired from the Public Service for whatever reason should not apply.

xii. Applicants should indicate three reputable referees with their reliable contacts.

xiii. Certificates from foreign Universities should be verified by Tanzania Commission for Universities (TCU)
