Summary
The University of Massachusetts Amherst seeks applicants for the following positions for a possible USAID-funded Higher Education Project to be implemented in Afghanistan:


Ministry of Higher Education Development Senior Manager - responsible for facilitating training and technical assistance that enhances the leadership and management capacity of the Ministry of Higher Education (MoHE) and selected universities in Afghanistan.
Faculty Development Senior Manager – responsible for developing, facilitating and implementing professional development activities designed to improve the pedagogy and assessment skills of faculty members in Afghan universities.
Community College Development Senior Manager – responsible for providing technical assistance for the development of the first community college program in Afghanistan.


This proposed project is part of an overall program to rehabilitate and strengthen the capacity of the education system to improve access to quality education throughout Afghanistan. The project will work directly with Universities and the Ministry of Higher Education (MOHE) to: improve professional and institutional capacity, strengthen policy systems, and facilitate the development of a coordinated national educational strategy.

We seek skilled and experienced professionals who are familiar with Afghanistan or other conflict-affected regions, with a preference for individuals who have worked on large-scale development education projects.

These are a non-dependent posts, with a duration of two-years. The positions would start on or about July 1, 2012. A full set of benefits is provided including housing in Kabul and regular regional and international leave.

Minimum qualifications and attributes
1) Master's degree or higher in relevant content area.
2) Significant experience working in developing countries, particularly in conflict-affected regions, and ability to live and work in difficult and sometimes dangerous context.
3) Evidence of appropriate technical experience related to at least one of the following areas: capacity building in ministries of higher education, management training in higher education settings, faculty development, or community college development.
4) Knowledge of political and social features of Afghanistan or similar post-conflict countries and the issues involved in improving higher educational systems.
5) Evidence of experience in program/project management.
6) Experience working on large-scale USAID-funded projects is desirable.
7) Demonstrated high levels of maturity & emotional intelligence and ability to problem solve and interact well with others.
8) Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.
