Duties:

The incumbent, working under the direct supervision of the Head of the Administrative and Personnel Division, will:
  1. Provide advice and support to managers and staff members on human resources (HR) procedures and policies:
    • Provide advice to Registry staff members on their entitlements and benefits in compliance with the provisions of the Court’s Staff Regulations, the applicable provisions of the Staff Regulations and Rules of the United Nations, and related instructions such as Office Circulars, guidelines, Administrative Instructions, and Information Circulars; determine their entitlements on the basis of their contractual status;
    • Ensure consistent application of the Staff Regulations and Rules and related instructions in the provision of benefits and entitlements;
    • Provide advice to managers and staff on the interpretation and application of policies, regulations and rules; review and provide advice on exceptions thereto;
    • Administer and provide guidance and clarification to managers and staff on policies, rules and procedures on contractual issues, salary, conditions of service and performance management;
    • Ensure the administration of the staff members’ official travel and relocation entitlements.
  2. Ensure the administration and management of the Court’s health insurance scheme:
    • Ensure the enrolment of applicants in the collective health insurance scheme: Members of the Court, retired Members of the Court, widows of former judges, Registrars and retired Registrars, Registry staff members and retirees, and their eligible family members and household staff;
    • Compute monthly insurance costs, medical subsidies and policy holders’ premiums;
    • Resolve issues regarding claims settlements, delayed payments, access of policy holders to health care services, eligibility, and solve any issues that might arise in liaison with the insurance’s account manager;
    • Plan and organize briefings with the insurance company and information sessions for policy holders;
    • Advise the policy holders on insurance policies and procedures;
    • Administer an effective insurance database recording the policy holders’ personal data, monitor the costs of the insured groups, follow up on changes in policy holders’ coverage, premiums and medical subsidies;
    • Ensure cost effective insurance policies, identify the Court’s specific needs in terms of medical coverage, and find suitable insurance coverage solutions that meet those requirements;
    • Represent the policy holders to the insurance company and act as account manager to the policy holders and the insurance company;
    • Take a lead role in the contractual negotiations with the insurance company.
  3. In co-ordination with the IT & Finance Divisions:
    • Administer, maintain, review and update the HR database.
  4. Provide advice and assistance to the Budgetary and Administrative Committee:
    • Prepare documents for the Budgetary and Administrative Committee meetings;
    • Act as Alternate Secretary to the Budgetary and Administrative Committee.
  5. Develop and implement policies and guidelines on HR matters, including on performance management, staff development and induction.
  6. Perform other HR duties such as:
    • Prepare and review job descriptions;
    • Act as ex-officio in examining boards;
    • Act as Head of the Administrative and Personnel Division in the absence of the Head;
    • Perform other duties as assigned.

Qualifications and requirements:

Education:

  • A first-level university degree in human resources management, business or public administration, social science, law or related field.

Experience:

  • Progressively responsible experience in human resources management, administration or related area.

Skills/competencies:

  • Knowledge of human resources policies, practices and procedures and ability to apply them in an international organization. Ability to identify HR and administration related issues, formulate opinions, make conclusions and recommendations. Ability to draft clear and well-articulated letters and reports. Professional competence and mastery of subject-matter. Conscientiousness and efficiency in meeting commitments, observing deadlines and achieving results. Persistence when faced with difficult problems or challenges. Good communication, interpersonal, team work, planning and organizational skills. Discretion.

Languages:

  • French and English are the two official and working languages of the Court. Proficiency in one of these languages (including for drafting) is required, with a very good working knowledge of the other language. Knowledge of other official UN languages as well as of Dutch would be an asset.

Remuneration:

Depending on professional background, experience and family situation, a competitive compensation and benefit package is offered.
The Court’s salaries are calculated in US dollars but paid in euros. They consist of basic salary and a post adjustment which reflects the cost of living in the Netherlands and the dollar/euro exchange rate.
In addition, the Court offers an attractive package including 30 days of annual leave, home leave travel every two years, education grant for dependent children, relocation grant, rental subsidy, dependency allowance where appropriate, a pension plan* and medical insurance*.
