Contract Length:
Two year contract initially with the possibility of renewal

The position holder should build a strong working relationship with admin, finance, HR departments and other programs of Room to Read.

ORGANIZATION PROFILE     

Room to Read (RtR) seeks to transform the lives of millions of children in developing countries by focusing on literacy and gender equality in education. Working in collaboration with local communities, partner organizations and governments, we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond.
We are non-governmental, non-religious and work with many local NGOs and community based organizations to implement our programs. We currently work in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia – countries  in need of additional resources to educate their children. Since our inception, Room to Read’s worldwide team has impacted over 5 million children by constructing more than 1,450 schools, establishing over 12,522 libraries, publishing 591 new children’s book titles in 22 local languages, and  providing over 13,677 girls with long-term,  educational scholarships and life-skills training.
RtR has an annual budget of approximately US$44 million and our global staff numbers over 600. Our global headquarters is located in San Francisco, and we have smaller fundraising offices in Delhi, New York, Hong Kong, London, Mumbai, Sydney, and Tokyo. We have an Asia Regional Office located in New Delhi, a Southern Africa Regional Office in Pretoria, and program offices in Colombo, Dar Es Salaam, Dhaka, Hanoi, Ho Chi Minh City, Kathmandu, Lusaka, New Delhi, Pretoria, Phnom Penh, and Vientiane, and we are setting up operations in Indonesia.

ROOM TO READ IN NEPAL

We believe that Nepal can be changed if our children became educated after receiving quality education opportunities.  We also think strongly that if we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond, we can achieve our vision in Nepal.  
Being inspired with this notion, as of now, we have helped to establish over 3400 school libraries for creating a reading habit, published 231 children books for quality materials to read, supporting reading & writing skill development in 80 schools and constructed 495 schools. Through our Girls Education Program, we have also been providing financial, material, academic & life skills education support to 2720 girls from underprivileged families to complete secondary education and beyond.  We have over 100 dedicated staff, 10 strong partner organizations and actively working in 12 districts.

Position Overview

The key accountability of this position is to improve physical environment of school to make it more child friendly and conducive for learning.
To achieve this accountability, the position holder, in consultation with School Management Committee (SMC), District Education Office (DEO) and other stakeholders, should assess the physical infrastructure needs, prepare the detail technical design and costing, negotiate for local contribution (challenge grant) and ensure that the construction or renovation is completed on time with high quality by the communities.
In addition to this, the Program Officer will be responsible for reporting on time and managing the work of Sub-engineers.

Primary Duties & Responsibilities

The position will require performing the below given job responsibilities but not limited to:
Strategy Development & Planning:
  1. Actively contribute by providing local level knowledge & analysis while developing RtR Nepal’s program policies, guidelines, planning & budgeting and other strategic documents.
  2. Contribute or take lead if necessary, in selecting potential schools for RtR program intervention by applying RtR agreed criteria and procedure. Ensure that all relevant stakeholders of the district are involved while preparing the potential schools.
  3. Once potential schools are selected, undertake the technical assessment of physical infrastructure needs that are crucial to achieve the RtR program objective in close collaboration with district based stakeholders (e.g. DEO, SMC, other I/NGOs partner etc) and RtR other program staff.
  4. Prepare detail design and item wise costing of potential school and explain the potential implementation strategies and the amount of local contribution (cash, materials and labor) required and ensure that the relevant community is clear for their part and agreed. Update DEO on this and ensure that DEO is also in agreement.
  5. Once DEO, RtR other program staff and other district based stakeholders are in agreement on the final list of potential schools, submit the detail report of each school to RtR Nepal Country Management for approval through the Program Manager of SIP.
 
Implementation and M & E:
  1. After getting the approval from RtR Nepal Country Management, inform selected school and facilitate the process of signing the MoU along with a clear schedule for completion. Assist school to generate local contribution as agreed.
  2. As and when necessary, identify, design and implement different training programs required for community, construction workers, school teachers & committee members, sub-engineers etc. to complete the construction work on time with quality and for its maintenance and sustainability.
  3. Oversee the complete process of construction and ensure that the quality of building construction has been maintained.
  4. Provide technical and managerial support to Senior Program Associates, Sub Engineers and labor contractors, particularly with respect to school construction so that the schools are constructed as per the RtR guidelines within the given time frame.
  5. Ensure that the entire construction process is transparent, the documents are prepared properly as per RtR guidelines and they are genuine.
  6. Organize and attend program review meetings regularly to see the effectiveness of the work.
Reporting:
  • Prepare all reports required by RtR such as donor application report, monthly progress report, monthly implementation update, best practices, case studies, lessons learned etc. and submit them to relevant on time.
Meetings/Networking
  • Establish and manage relationships with other NGO’s, government officials and local educational facilities/authorities; schedule and attend meetings with them to coordinate planning and implementation of projects.

PERSON SPECIFICATIONS

  • Bachelor’s Degree in Engineering (Civil) with at least 5 years experience of undertaking construction work at community level by mobilizing local contribution
  • Expertise in designing and delivering training programs based on the needs
  • Staff management experience
  • Strong M & E skills
  • Proven track record of achieving results
  • Strong verbal and written communication skills in English
