The Reproductive Health Supplies Coalition is a global partnership of more than 200 public, private, and non-governmental organizations dedicated to ensuring that all people in low and middle-income countries can choose, obtain, and use affordable, high-quality supplies and related services to ensure their better reproductive health. Our Brussels-based Secretariat is staffed and managed by PATH, an international, nonprofit organization that helps communities around the world break longstanding cycles of poor health. The Secretariat also includes staff based at PATH's offices in Washington DC and Seattle. 

The Coalition Secretariat is seeking a Senior Program Officer to lead a new initiative that aims to use market dynamics as a strategic tool for increasing access to affordable family planning supplies; while at the same time harmonizing market dynamics work currently underway within the family planning arena. A central feature of this initiative will be its comprehensive approach to market shaping - an approach that draws on the combined strengths of multiple sectors including: global financial and market specialists, donors, manufacturers, and buyers - but also key actors at country-level. The incumbent will be tasked with demonstrating results in three key areas: (1) demand forecasting; (2) supplier/buyer interaction and information sharing; and (3) procurement practices.

Key responsibilities:

  • Lead in the design and shaping of a new RHSC initiative to identify, gather and analyze market data to increase access to and supply of affordable contraceptives;
  • Identify and convene key stakeholders (including manufacturers, procurers, technical experts and donors) to align efforts and identify synergies;
  • Identify efficient, feasible and effective approaches for estimating contraceptive demand in low income countries;
  • Identify a methodology to track and report on diversification of contraceptive supplies and suppliers with the aim of encouraging greater accountability, equity and choice in the market;
  • Organize and facilitate problem solving discussions with procurers and manufacturers on key issues such as price, quality, production volumes, market entry, and registration;
  • Formulate requests for proposals (RFP) that will define the engagement of partners in country-level pilot initiatives;
  • Serve as a technical resource and thought leader within the RHSC on market dynamics;
  • Support the operations of the RHSC’s Market Development Approaches Working Group.

Required Skills

  • Proven track-record of interacting with government agencies, host country governments and counterparts, donor agencies and implementing agencies;
  • Extensive knowledge of private- and public-sector contraceptive markets, actors, and market shaping strategies at the global level;
  • Understanding of pharmaceutical manufacturing, procurement and logistics within low- and mid- income countries;
  • Proven ability to coordinate cross-national, multi-partner initiatives, manage sub-agreements and work through members to achieve results;
  • Excellent English language skills, both written and spoken, and strong presentation skills;
  • Strong methodological and analytical skills;
  • Strong interpersonal skills and organizational skills: a proven team player;
  • Willingness to travel domestically and internationally up to 25 percent.

Required Experience

Masters degree in business, economics or related field, and a minimum of 8 years relevant work experience; or an equivalent combination of education and experience. Experience in the health care sector, ideally reproductive health, and knowledge of low income markets.
