The Corporate Business Technologies Department (CBT) is the Information Technology department within IFC. CBT provides flexible, robust and secure IT solutions and services to enable IFC to achieve its mission and business objectives in all IFC locations worldwide.

An opportunity exists within CBT for a Budget Officer to join this dynamic team and contribute to the continued success of the department’s work program.
This position will report to the lead budget officer in the Finance & Budget Team in CBT.
Each member of the Finance & Budget team supports CBT, and is responsible for undertaking activities to ensure the effective use and management of the department’s financial resources. These activities include: (i) planning, budgeting, monitoring and evaluation; (ii) maintaining effective budget risk management and systems of internal control; and (iii) effective utilization of management information systems related to financial management and procurement. The work requires regular interaction with CBT Management and staff and with counterparts across IFC and the Bank (e.g. CFA, IMT, ACT etc.), and requires serving in an advisory role to ensure adherence to CBT and institutional budget guidelines and controls.

Duties and Accountabilities

Financial management of unit work program and resources:

• Lead budget formulation, execution, monitoring, analysis and reporting activities. Advise on resource allocation and reallocation. Lead forecasts on expenditures and staffing level reporting.
• Provide effective support to the Department’s management on business and resource planning
• Take the lead in coordinating and integrating inputs in the preparation of department’s business plans and resource planning
• Independently monitor the implementation of Department’s work program and budget through regular reviews, ensuring the quality of the unit’s budget data. Identify trends and variations, identify/resolve issues, and discuss them with line management, working groups and other relevant staff
• Work with Budget analysts and ensure issues requiring timely management attention and decision are identified and acted on
• Other ad hoc tasks as required to support the financial management of CBT’s operations

Reporting, Communications and Liaison:

• Produce detailed and summary reports for Department’s management
• Provide reliable information and analysis, ensure effective back-up arrangements, ensure timely completion of tasks and submission of outputs
• Provide information and analysis to managers and Budget Officer with respect to the management of resources (e.g., budget, staffing, etc)
• Prepare various analyses, highlighting trends, issues, and contributions to various reports. Coordinate and lead preparation of CBT’s monthly departmental financial dashboard, working with other team members to integrate their inputs
• Ensure timely delivery of quarterly updated and related budget analysis
• Proactively establish and maintain interface with the clients, within own Department and across Departments. Participate in client’s team meetings
• Advise/liaise with staff in the Department in order to improve knowledge and awareness with respect to budget methodologies, policies, internal control policies and procedures

Cost Analysis and Cost Effectiveness:

• Initiates and conducts studies to improve budget reporting systems and cost effective utilization of resources
• Compile and analyze data at the Department level and propose solutions to issues identified. Independently handle complex and technical financial, administrative and cost effectiveness policy and program issues within the Department

Financial Control and Fiduciary Responsibilities:

• Supports internal control framework of the department’s financial transactions, including review of effectiveness of the internal control systems and monitoring
• Perform regular analyses on all exception reports and identify problem transactions/irregularities and resolve problems in a timely and effective manner
• Within the SAP framework, takes initiative to improve process and approaches, demonstrating adaptability to changing priorities and demonstrating innovative technical leadership
• Ensure implementation of internal control points or recommendations raised by external and internal auditors
• Assist during audits and coordinate their smooth implementations.

Supervisory Responsibilities:

• Provide guidance, supervision, and day-to-day technical advice to CBT’s budget analysts.
• Guide and supervise other budget staff on agreed processes, and coordinate the integration and consolidation of Unit inputs during planning and allocation exercises, periodical and adhoc reporting as required

Selection Criteria

• Relevant Master MA degree (Finance, Accounting, Business Management, Economics) with five years of relevant professional experience, or equivalent combination of education and experience
• SAP proficiency is required
• Sound knowledge and understanding of accounting theory, concepts and principles, combined with proven practical skills in financial and cost accounting reporting, business planning, work programming, budgeting, financial management and audit.
• Demonstrated technical skills; working knowledge of Microsoft Office. Strong proficiency in Excel required
• Strong communication skills (in English), both written and oral, to convey complex budget and administrative financial issues in a clear and concise way to management and staff
• Strong problem solving, conceptual, and analytical skills.
• Ability to work independently; organize and prioritize work to meet deadlines
• Ability to work under pressure; flexibility in handling a number of concurrent assignments
• Strong interpersonal skills; ability to work collaboratively in a team environment
