Associate Director, Technical in the Middle East region

Position Description:
 
Unemployment and underemployment has been identified by the Government of Iraq as among the most pressing problems facing the nation. The problem has serious implications for establishing lasting peace and security as well as building the foundation for future economic prosperity. In support of this national development priority, USAID/Iraq is considering a program designed to improve livelihoods and create jobs for Iraqis with special emphasis on youth, women and vulnerable populations.
 
The Associate Director, Technical will lead the development and implementation of the livelihoods project activities of the program. S/he will oversee the employment assessment components of the program, working with sub-team to ensure a better understanding of public and private-sector job market, employer needs, and workforce development service providers across the country. The Assoc Director with be responsible for planning and directing component staff, partners, schedules and deliverables.
 
Job Responsibilities:
  • Provide technical oversight to the programs to ensure compliance with USAID and FHI 360 policies and procedures.
  • Design, monitor and evaluate activities regarding recruitment, orientation, and supervision of international and local national staff, consultants and partners who will conduct these activities.
  • Design and conduct critical assessments and activity analyses to inform program design and implementation.
  • Establish and maintain relationships with key stakeholders including public and private sector, e.g. Ministries, employers, industry actors, and civil society.
  • Support capacity building efforts and contribute to the overall strategic goals of the program.
  • Create or revises activities as need to facilitate strategic goals.
  • Train staff on approaches and methods to achieve program objectives and goals.
  • Supports COP and DCOP with recommendations for improvements to achieve strategic goals.
 
Minimum Requirements: 
  • Demonstrated experience designing and leading livelihoods, workforce development, or enterprise development programs.
  • Bachelor’s degree or its international equivalent in Economics, Social Sciences or other fields related to international/human development.
  • 10+ years of project management experience within a research environment.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Comprehensive knowledge of theories, concepts, and practices with project management.
  • Excellent organizational and analytical skills.
  • Demonstrated project and technical leadership.
  • Must be able to read, write and speak fluent English. Familiarity with Arabic a plus.
 
Preferred Qualifications:
  • Master’s degree or its international equivalent preferred.
