Position Description:
The Global Learning Group comprises two major operational areas, Global Education and Global Connections, with combined annual revenue of $75 million and approximately 80 staff members in Washington, DC, and some 400 on projects in other countries. Global education brings together expertise in teaching and learning, education systems, policy, information and management, and research and evaluation to assist governments and communities to improve education outcomes, efficiency, and the effectiveness of the teaching-learning process. Global Connections promotes professional development for emerging leaders from around the world, representing a diversity of sectors.
Technical advisor in charge of spearheading the Global Education technical approach to improving literacy and learning outcomes among children in developing countries. Coordinates with institutional and academic partners to develop an evidence-based approach and research agenda. Assists in development and implementation of best practices in field projects and helps design literacy components of proposed projects.
Provides technical leadership to those designing and implementing technical strategies, programs or tools in primary and secondary grades literacy and learning. Provides technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design. Builds capacity in country-level, regional and global program staff. Responsible for sharing best practices in literacy and learning and contributes to the knowledge base through participation in professional forums and technical networks. Shares new knowledge/evidence and best practices through collaboration with relevant departments and personnel.
Job Responsibilities:
- Provides technical leadership in literacy and learning in design, development, planning, implementation, and capacity-building for specific technical components of programs.
- Develops standards and tools for the design and implementation of specific technical components and participates in resource development activities.
- Maintains constructive dialogue and technical exchange with field counterparts, consultants, and technical staff of implementing partners.
- Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.
- Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.
Minimum Requirements:
- Master’s degree in education or its international equivalent; PhD in education or EdD preferred
- 5-8 years of experience in global education, specifically in the area of literacy and learning or equivalent combination of education and work experience.
- Fluency in French or Spanish preferred
- Strong knowledge and skills in literacy and learning and general understanding of concepts and principles of related technical areas/functions.
- Experience designing and implementing donor-funded projects in developing countries.
- Ability to manage own work to job and performance standards.
- Informed of current developments in global education.
- Able to manage projects, set realistic priorities, and plan for the successful implementation of activities.
- Excellent writing and verbal communication skills.
- Must be able to read, write and speak fluent English.
