Position Description:
 
The Global Learning Group comprises two major operational areas, Global Education and Global Connections, with combined annual revenue of $75 million and approximately 80 staff members in Washington, DC, and some 400 on projects in other countries.  Global education brings together expertise in teaching and learning, education systems, policy, information and management, and research and evaluation to assist governments and communities to improve education outcomes, efficiency, and the effectiveness of the teaching-learning process.  Global Connections promotes professional development for emerging leaders from around the world, representing a diversity of sectors.
 
The Business Manager serves as member of the Global Learning Group leadership team, responsible for tracking and monitoring the overall financial and administrative status of the Group.  Strives to ensure prudent business management of the portfolio of projects within the Group; provides support and guidance to leadership and staff works with the Group Director to develop, address and monitor strategic and long-term business direction of the Group.  Identifies potential financial, contractual, and compliance risks and notifies appropriate units and/or management to prompt action toward resolution.  Leads efforts to develop and improve business operations through efficient and effective integrated processes; implements common management processes/services to leverage organization resources.  Directs business operations review of cost and service structures, productivity measures and delivery methods to achieve planned targets. Selects, develops and evaluates personnel to ensure the efficient operation of the function.
 
Job Responsibilities:
 
  • Manages finance staff to meet Group and organizational strategic goals.
  • Accounts for budget, procedures, and training of finance staff to achieve results and solutions.
  • Ensures the accuracy and integrity of the financial books and records for the Group.
  • Creates and maintains procedures and policies for Group and establishes financial controls.
  • Interacts with management on financial plans, processes, and projects to achieve Group and company goals.  Provides relevant reports and analyses.
  • Interacts with senior management and senior level staff of enterprise services.
  • Serves as the Group liaison with enterprise services, working with each department to represent the Group’s interest and to implement corporate strategies, policies, and procedures.
  • Provides support, guidance, and training related to financial, operational and administrative management of the portfolio of projects.
  • Communications lessons learned and expands knowledge and proper implementation of financial, compliance, contractual, and administrative policies and procedures.
  • Facilitates interaction and cooperation between internal stakeholders.
  • Analyzes monthly management reports summarizing project, management, and development account expenditures versus budgets and obligated funds.
  • Supervises/monitors spending on management and development accounts.
  • Prepares and/or supervises preparation of forecasts for overhead accounts to ensure expenditures are on target and within budget.
  • Works with the management team of the Group and Sectors to prepare management and development budgets and pre-approve them for final authorization by the Group Director and approval by the CEO and COO.
  • Follows up with Department and Project Directors and finance staff as required. 
  • With input from Project and Department Directors, prepares annual Group-level project budget and annual direct base budget; prepares/monitors annual management and development account budgets.
  • Alerts Group Director and Department Directors to budget risks; ensure that appropriate risk authorization documents are processed and steps are taken to resolve issues.
  • Performs other duties as assigned.
 
Minimum Requirements: 
 
  • Bachelor’s degree or its international equivalent in Business Management, Finance or related field; Masters degree preferred.
  • Minimum 8+ years relevant experience of business management or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job
  • Prior work in a non-governmental organization (NGO).
  • Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.  Must be able to read, write and speak fluent English.
  • Certification in Project Management (PMP or PRINCE II) preferred.
  • Certification in Business Management preferred.
  • Demonstrates effective working knowledge of financial and contractual management of USAID contracts and cooperative agreements including budget design, financial oversight, and expenditure projections.
  • Demonstrates strong supervisory and organizational skills.
  • Demonstrates ability to work in teams and build consensus with individual at all levels; effective interpersonal skills.
  • Demonstrates excellent oral and written communication skills.
  • Demonstrates excellent organizational and project management skills.
  • Demonstrates ability to analyze and interpret data, identify errors, and prepare reports.
  • Experience and high degree of competency in using Windows-based computers with proficiency in the use of software for spreadsheets (Excel); word processing (Word); presentations (PowerPoint) and experience with the internet.
