Cost and Pricing Manager in Durham, NC

Position Description:
Responsible for the development of new business cost and financial proposals and contract applications.
  • Assist the program and technical staffs with the preparation of proposal budgets and supporting documentation. 
  • Complete all cost requirements identified in the RFP’s or RFA’s.
  • Develop cost proposal checklists to ensure all requirements are met.
  • Review budgets with subcontractors.
  • Develops compliant business proposals, including compliance with FHI policies, requirements, standards and competitive analyses.
  • Develop cost strategies and budget models to respond to specific requirements of RFP/As.
  • Develop budget narratives/justification.
  • Develop cost-related responses to post-submission questions/requests for revision.
  • Develop proposal budget templates and modify existing templates to meet the demands of solicitations.
  • Work on complex proposals.
  • Develop organizational competitive pricing analysis.
  • Assist in organizational effort to develop and examine new business models.
  • Organize and analyze budgetary, expenditure, contract and other financial and quantitative data using electronic spreadsheets.
  • Participate in discussions concerning bidding strategy and develop different scenarios for review and consideration by management.
  • Follow up with international/domestic program, technical and financial staff to obtain and/or verify financial and budget information to ensure quality of complex proposal models. 
  • Knowledge of generally accepted accounting, budgeting, and fiscal control theory and practices.
  • Knowledge in pricing of all types of grants, cooperative agreements, and contracts including IQC T&M, FFP, CR, and CPFF.
  • Proficiency in electronic spreadsheets, including EXCEL; ability to use word processing application software. 
  • Organizational and multi-tasking management skills.
  • With minimal supervision, manage a high volume work flow.
  • Respond to most inquiries independently and follow-up on requests in an efficient manner.
  • Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
  • Handle financial and quantitative information with accuracy and precision; resourceful in gathering, verifying and analyzing financial data.

Routine coordination with FHI employees and consultants, on-site and in the field.  Work with people to coordinate work assignments with other individuals, and to resolve problem situations with tact. Interacts with country offices and regional staff members.
May supervise Cost and Pricing staff members.
Minimum Requirements:
Education/Experience: 
High School/GED and 11 - 13 years relevant experience; or AA and 9 - 11 years relevant experience;
BS/BA in Accounting or Finance or related field, and 7 - 9 years relevant experience in budgeting; or MS/MA/MBA with 5 - 7 years relevant experience in budgeting.
