TASKS AND RESPONSIBILITIES
Reporting to the Head of the General Coordination Unit the Communication and Information Officer will contribute to the overall formulation, development and implementation of the Agency's internal and external information and communication strategy. The tasks of the Communication and Information Officer will include the following: • preparing information campaigns on all IT systems hosted by the Agency; • providing the tools to develop the Agency's communication on key issues for a wide audience, both online and printed; • developing and supporting relations with the press and media; • writing, editing and co-ordinating materials for the press such as press releases, articles, media queries and lines to take; • writing speeches; • being in charge of the Agency's publications and of running and updating the website; • managing information and communication projects through framework contracts and procurement, including selecting, negotiating and monitoring the operational and contractual aspects of the projects; • acting as operative initiating and/or verifying officer in the framework of the financial procedure for information and communication actions; • liaising with Member States, EU agencies and with the European Commission on information and communication related issues; • promoting the mission, values and culture of the Agency to its staff members through the drafting and dissemination of communication tools.
The Communication Officer and Information Officer will work in the General Coordination Unit, under the direct supervision of the Head of the General Coordination Unit. The Communication and Information Officer may be required to assist in other areas of work of the Agency, according to needs and priorities of the Agency.
Eligibility criteria: Applicants will be considered eligible for the selection on the basis of the following formal criteria to be fulfilled by the deadline for applications: have a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is four (4) years or more or a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university is three (3) years;
Only qualifications that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said EU Member States shall be taken into consideration.

ANY GIVEN PERIOD MAY BE COUNTED ONLY ONCE (in order to be calculated as eligible, years of studies or professional experience to be taken into account shall not overlap with other periods of studies or professional experience, e.g. if the applicant had a full-time job and did freelance consultancy work in the evenings and weekends, the days spent on the latter will not be added to the period). In case of part-time work the professional experience will be calculated pro-rata in line with the workload stated by the applicant. Free-lance or self-employed applicants must provide either a practicing certificate (or equivalent), or a copy of the entry in the relevant trade register, or any other official document (for example a tax document) showing clearly the length of the relevant professional experience. Compulsory military service or equivalent civilian service accomplished.
Thorough knowledge of one of the languages of the European Union and of a satisfactory knowledge of another language of European Union to the extent necessary for the performance of his/her duties; be a national of one of the Member States of the European Union, Norway, Iceland, Liechtenstein or Switzerland and enjoy the full rights as a citizen; produce the appropriate character references as to the suitability for the performance of the duties; have fulfilled any obligations imposed on them by the laws of their home country concerning military service; be physically fit to perform their duties.

PROFESSIONAL COMPETENCIES:
The applicant will be required to demonstrate that he/she has: • a university degree and/or post-graduate degree in communication or in related areas; • proven knowledge of the EU institutional framework; • ability to explain complex issues to non-experts in a service-oriented manner; • proficiency in both written and spoken English, corresponding to at least C1 level . Besides the following attributes would be advantageous: • previous working experience as a Communication Officer in an EU institution or body; • professional skills acquired in an international and/or multicultural environment; • knowledge of and experience with the organisation, structure and working procedures of the European Union, its institutions and decision making process.
PERSONAL QUALITIES:
Attributes especially important to this post include: • high degree of organisational and co-ordinations skills and ability to work in a team as well as on its own; • ability to work under pressure and to keep tight deadlines, and respond to changes in a rapidly evolving work environment; • excellent negotiation, problem-solving and conflict-resolution skills; • ability to make sound decisions, prioritise and work to deadlines under minimal supervision; • ability to communicate clearly and precisely at all levels both orally and in writing; • strong sense of initiative and responsibility.
