Expert on Analysis of Relevant EU Association Coordination Models

Background

The EU Advisory Group (EUAG) supports the Government of Armenia in its reform agenda as further detailed in the extended EU-Armenia Action Plan in the framework of the European Neighbourhood Policy (ENP). The overall objective of the project is to support the Republic of Armenia (RA) in the implementation of Armenia's reform agenda and relevant international commitments assumed by Armenia including through the implementation of the extended ENP Action Plan (ENP AP) and the upcoming EU-Armenia Association Agenda. 
The EUAG will achieve these objectives through the continued delivery of an optimal mix of policy, legal and institutional advisory services. These services are targeted at assisting the national authorities to negotiate and conclude the EU-Armenian Association Agreement and the Deep and Comprehensive Free Trade Agreement (DCFTA), implement the extended EU-Armenia ENP Action Plan and make effective use of European Union external assistance instruments and programmes to support the implementation of core policy areas. 
The Expert will provide advice on enhancing the EU association process coordination by the Armenian authorities in view of the future Association in which Armenia is engaged in. 
The focus will be on presenting and analysing different relevant models of effective coordination of the EU association process, which is also expected to have an impact on ensuring more effective approximation to the EU Acquis. 
Regarding the latter, the Expert will provide advice primarily to the National Security Council and Prime Minister's Office but also possibly to other relevant authorities. 

Duties and Responsibilities

Under the overall guidance of the EUAG Management, and under the leadership of the EU Delegation in terms of policy dialogue, the Advisor is expected to:
  • Examine the existing set up and mechanisms in relation to the Association process with the EU and cooperation between the state institutions in Armenia, as well as review the needs for such mechanisms in view of the Association Agreement prospects of Armenia;
  • Analyse existing models of EU coordination (most relevant to the Armenian case) for authorities in former (recently) associated countries to the EU during their association period;
  • On the basis of the overall analysis, propose guidelines and several relevant models for better and more effective coordination in relation to the Association process in Armenia;
  • Ensure that the management reporting timelines defined are adhered to and that outputs/results are delivered on time.
The Expert will adhere at all times to the provisions of the Code of Conduct. EUAG will provide the Expert with the interpretation/translation services required for carrying out the assignment.

Deliverables
  • Analysis of the current state of EU Association coordination mechanisms in Armenia and relevant needs;
  • Analysis of relevant models of EU Association coordination mechanisms for authorities in former (recently) associated countries to the EU during their association period, with review of possible advantages and disadvantages;
  • Advisory paper with general guidelines and several models of EU Association coordination mechanisms that can be applicable in Armenia.

    Functional Competencies:
    • Strong understanding of the ENP, the Eastern Partnership, and the implications of Association Agreements with the EU, as well as excellent knowledge of EU Institutions and Community assistance programs;
    • Highly developed analytical, writing, coordination and facilitation skills; 

    Required Skills and Experience

    Education:
    • Advanced University Degree in EU Affairs, international development, business administration, economics or social sciences.

    Experience:
    • A minimum of 10 years of general working experience at decision making level and/or senior advisor level in EU Association coordination, providing both policy and technical advice in a recently associated country or an EU Member State.

    Language Requirements:
    • Proficient command of English; knowledge of other EU community languages and some knowledge of Armenian or Russian would be an asset.
