Financial Analyst III, Operations in Washington, D.C. or Durham, N.C

Position Description:
 
Coordinates financial/accounting operations, including overall financial monitoring and support/guidance to Country Office/Departmental and project staff, to ensure the fiscal well-being of the projects. Provides financial management, conducts analyses of financial data, provides budget analyses for project funds, and prepares required reports for Sr. Management. Assist in trainings and the development/testing of Enterprise Financial Reporting Tools. Carries out unit finances to proactively guide and support respective financial success by providing high level analytical expertise, implementing business strategies and developing strong customer relationships. Analyzes financial data and prepares reports to determine accuracy and completeness. Provides analysis and business modeling support on strategic initiatives for senior management and field operations. Responsible for analyzing performance trends, modeling complex business decisions, tracking performance and presenting results. Ensures and provides financial expertise, critical thinking, and customer service.
 
The Financial Analyst III will:
  • Prepare or Review annual/modification direct project and overhead budgets with periodic updates as needed.
  • Develop, monitor, and adjust fiscal year budgets
  • Perform Actual vs. Budget analysis, forecasting, cost allocation and tracking, and other quantitative and qualitative analyses. 
  • Perform monthly financial analysis for portfolios (Departments/Country Offices) and direct projects as assigned.
  • Assess and provide financial guidance to program and international field office staff
  • Provide training to supporting program staff on financial reporting systems and procedures
  • Lead monthly portfolio  status meetings with technical leads & embedded finance staff
  • Conduct as needed internal reviews with international/domestic program, technical and financial staff to obtain and/or verify financial and budget information to ensure quality of budget/fiscal controls. 
  • Assist in the testing and maintenance of the new financial modules and tools.
  • Assists in development of best practices and training initiatives as requested.
  • Review and Upload award budgets from Research/Program staff into TM1.
  • Special assignments supporting Country Office finance with technical assistance and capacity building.  
  • Perform other duties as assigned
 
Minimum Requirements: 
 
  • A degree or its international equivalent in Accounting, Finance, or Business Administration is required. A combination of Education and work experience will be accepted as follows: Bachelor’s degree plus eight years of relevant work experience; or a master’s degree with six years of relevant experience or an Associate’s degree and a minimum of 10 to 12 years of relevant experience. 
  • Prior work experience should consist of financial, analytical and/or pricing responsibilities, preferably in a government contracting environment.
  • Prior experience with international and/or cross cultural context is strongly preferred. 
  • Thorough knowledge of U.S. Government grants, co-operative agreements, and contracting modalities.
  • Knowledge of GAAP, Government Cost Accounting Standards (CAS), Federal Acquisitions (FAR), budgeting, forecasting  and financial control theory procedures/practices
  • Relevant software skills to include automated accounting software, database spreadsheets, Microsoft Office Suite with advance Excel skills
  • Prior experience handling financial and quantitative information with analytics, accuracy and precision
  • Independent and resourceful experience in gathering, verifying and analyzing financial data
  • Demonstrated team leader experience in finance or accounting department preferred
  • Must be able to read, write and speak fluent English
  • Prior experience in a non-governmental organization (NGO) preferred.
  • Experience working with an international organization is preferred.
  • Experience with application of OMB A-122, CFR and/or FAR
