Project Description:
 
The GHPN Department manages a wide variety of international public health projects focusing on such issues as nutrition, family health, family planning, reproductive health, health policy, and capacity building.  The Group maintains a web-based database of publications and media products related to all current and past projects, and archives of major publications. The Center for Global Health Communication works to bring about positive changes in the actions of individuals, communities, and institutions that will improve the health and well-being of vulnerable populations around the world. Through bilateral funding from USAID/India, FHI 360’s India BCC-IHBP project focuses on institution strengthening for health communication at the national, state, and district levels. The project uses evidence based approaches to design BCC strategies for program elements, i.e., HIV/AIDS, TB, MCH and FP/RH that reach to the community level and focus on individual and social change. Through advocacy and other community interventions, vulnerable communities are empowered to address many health issues such as stigma, gender and rights.
 
Position Description:
 
The Program Officer I will provide operations, administrative, technical, and procurement support to the India IHBP project (75% LOE).  The Program Officer I will provide communications and database related support to GHPN while working closely with the GHPN Communications Manager (25% LOE).  The Program Officer I will:
 
India BCC-IHBP project-related support:
  • Prepare procurement packages for consultants and vendors and enter documents into FHI 360 contracts database and ProcureIT system.
  • Prepare and process purchase approvals, check requests, small purchase orders, expense reports, fee payments, and invoices.
  • Manage the project’s tracking system for all outstanding procurements and payments.
  • Review applicant CVs for field positions and prepare and organize new hire documents for new staff to ensure that the project has complete HR files for all field staff. Liaise with HR to ensure proper documentation and follow through in all stages.
  • Assist in formatting, packaging, and production of project reports, work plans, budgets, presentations and other documents; draft routine correspondence and memos; and monitor, log, and distribute project deliverables.
  • Coordinate travel authorizations, hotel reservations, country clearance request documents, and Indian visas. Facilitate communication between all parties involved.
  • Maintain the project g:drive and paper files.
  • Perform project office duties, including photocopying, scanning, faxing, managing mailing and shipments.
  • Copy and/or distribute external, internal, corporate mail/documents, faxes, courier packages, memos, and general correspondence as needed.
  • Contribute to technical work by conducting literature reviews, drafting technical summaries and issue papers, organizing meetings, and reviewing technical deliverables from consultants, vendors, and subcontractors.
 
GHPN communications-related support:
  • Coordinate contributions to the GHPN publications and materials database by Group information associates.
  • Upload materials to the GHPN database.
  • Liaise with hosting companies for GHPN database and for Center websites.
  • Maintain inventory of media-related hardware and software and research/purchase new products as appropriate.
  • Support external communications activities such as conference attendance and exhibits, maintain Center websites as appropriate.
  • Perform other job-related duties as assigned.
 
 
Minimum Requirements: 
 
  • Bachelors in one of the following or related fields: Social Science or Communications or Business Administration or International Development or International Health required or equivalent combination of education and work experience
  • 2-5 year(s) of relevant experience required
  • Experience living or working in developing countries highly desired;
  • Experience in supporting technical assistance activities desired;
  • Experience in  hiring consultants and procuring services and products desired;
  • Knowledge of Word and Excel required. Database, graphics and/or desktop publishing software preferred;
  • Experience with USAID-funded projects preferable
  • Excellent administrative and organization skills, ability to work independently and under pressure to assess priorities, meet deadlines, manage multiple tasks with a high degree of accuracy and timeliness, and enjoy the challenge of working in a fast-paced setting.
  • Ability to anticipate project needs and a willingness to assume tasks which may not be reflected in the position description; proven ability to take initiative.
  • Strong computer skills in all MS Office applications particularly Word, Excel, and PowerPoint, formatting large and complex reports, creating tables and graphs, and working with design programs (Publisher or Creative Suite) a plus. Aptitude for learning computer applications.
  • Demonstrated oral and written communication skills and ability to work effectively with all levels of project staff, other FHI 360 staff, clients, and outside vendors.
  • Proficiency with business machines, including scanner, printer, fax, photocopier, and others.
  • Excellent interpersonal and problem-solving skills; ability to interact effectively with a variety of people and in an international and multi-cultural environment.
  • Strong sense of personal responsibility toward excellence in work products.
  • Interest in technical field with a desire to gain knowledge and experience in the field
