About Fundación Capital:
Fundación Capital (FundaK) is a development organization whose aim is to reduce poverty through the incubation, design and implementation of innovative initiatives enabling poor households to strengthen their capacities to generate and accumulate various assets (human, productive, financial, etc.). Fundación Capital specifically focuses on increasing and improving the access of poor households to diversified formal financial services in Latin America and the Caribbean and on the design of instruments that foster productive investments.
About LIFT Colombia:
LIFT Colombia (www.liftcolombia.info) is an initiative piloted in Colombia, which is harnessing innovations in mobile technology to expand financial capability and asset building among low-income families and individuals. The LIFT Initiative seeks to design, develop and implement scalable and sustainable ICT-based solutions for reaching low- income individuals and their families with targeted and personalized tools that will help them build their assets, increase their financial literacy and capabilities, and support them as they transition out of poverty. In 2012, during its pilot phase, the LIFT Colombia team tested innovative channels to reach low-income persons, specifically those residing in rural areas, with tools that help them access the formal financial system and make better decisions. This pilot was the first time in the world that a tablet-based financial education system was developed and tested for the base of the pyramid, and it was complemented by a unique system of automatic and personalized reinforcement messages, mobile-based incentives, and independent nudge messages. During the pilot phase, more than a thousand persons were trained in just a short period of time (ten weeks), doubling initial target figures. Given the success of the pilot project, Fundación Capital will continue these activities within Colombia and the region under the umbrella of “The LIFT Initiative”.
About the position:
Fundación Capital’s LIFT Colombia project is seeking to recruit an Operations Officer to work in a dynamic environment and help in the design, development, implementation, follow-up and evaluation of the various strategies being designed as part of this Initiative, with the aim of achieving financial inclusion through technology.

Tasks and Responsibilities:
The person hired as Operations Officer for LIFT Colombia will be responsible for the following tasks and responsibilities:
 Actively participate in the project’s strategic planning, design and implementation phases. Actively participate in operational, administrative and research-related tasks, and provide follow-up to ensure the successful execution of all contracts.  Design an internal communication system, defining Key Performance Indicators, implementing a standardized project management system, and developing an internal knowledge management system, together with the project’s Coordinator, with the aim of streamlining daily tasks and ensuring the successful implementation of the project’s various strategies.  Map the various methodologies and strategies for the design, development and implementation of the project in Colombia and the region.  Assist in the execution of all activities related to the project and contribute to the design of future strategies and activities.  Manage project activities related to content design, the development of training tools, the implementation and testing of these tools, and the evaluation of those products in Colombia. Prepare and publish Terms of Reference, taking the lead on contracting experts and external providers, providing follow-up and ensuring the effective execution of their activities during the contracting period, with guidance from the project’s Coordinator.  Provide administrative support necessary for the effective use of the project’s budget, following up on payments and incurred expenses.  Provide support in all activities related to internal and external communication of the project and The LIFT Initiative.  Provide logistical support during events, meetings and other forums, and maintain excellent relationships with the project’s and Fundación Capital’s strategic partners (government, nongovernmental and private institutions).  Assist in activities related to the project’s expansion, both within Latin America and the Caribbean, as well as in other parts of the world.  Prepare monthly activity reports and ensure that the project’s budget is being updated, with guidance from the project’s Coordinator.
Training and Experience:
 Minimum five (5) years of professional experience working with development programs or projects, with emphasis on topics related to poverty reduction, financial inclusion and financial training.  Undergraduate degree in social sciences, economics, international relations, business, economics, or related fields.
 It is desirable that the candidate possess a Master’s degree in topics related to economic development, communication, social sciences, business or related fields.  Knowledge of topics related to social protection, financial education and conditional cash transfer is considered an advantage.  Demonstrate familiarity in the use of technology for education (e-learning), technology for development and mobile banking.  Fieldwork experience with low-income persons is essential.  The candidate must possess experience working in research, analysis and evaluation, and be skilled in statistics.  It will be considered an advantage if the candidate has worked in international environments, both within Latin America and the Caribbean as well as in other parts of the world.  The candidate must demonstrate a multidisciplinary background, with the capacity to effectively manage topics related to education, research and communication. Personal Traits:  We are looking for a proactive, self-motivated, and organized candidate, who demonstrates a commitment to working in social topics and who enjoys contributing with innovative solutions for achieving sustainable economic development.  The candidate must demonstrate the capacity to think “outside of the box,” working on innovative concepts, and converting them into tangible and measurable products.  Be organized and work well in multidisciplinary and multicultural teams.  Be methodical, detail-oriented and skilled at working with numbers. A critical thinker with excellent analytical skills.  Have the ability to respond rapidly to various requests, work well under pressure, and multitask effectively.  A good listener, who works well both alone and with others, can handle a high level of responsibility, and is committed and dedicated to social causes.  Demonstrates sensitivity and adaptability to diverse cultural environments, gender, religion, race, and age.  Can effectively communicate with stakeholders from the government, donors, low- income persons, etc.  Is familiar with Microsoft Office, Adobe Creative Suite, and other software.  Has access to their own work tools (laptop computer).  Is available to travel up to 30% of their time.  Is fluent (speaking and writing) in both English and Spanish. Knowledge of additional languages is considered a plus.
Remuneration:
Will depend on professional experience and the academic profile of the candidate.
