National Program Manager (National Organization - Malaysia)

The National Program Manager is a member of the Senior Management Team (SMT) of Habitat for Humanity Malaysia (HFHM) and is responsible for developing and implementing HFHM’s overall program strategic and operational plans, reflecting Habitat's principles and core values. S/he is responsible for providing ongoing support in developing, implementing and updating HFHM program policies, procedures and guidelines. S/he will also provide effective and inspiring leadership, direction and motivation, as well as stewardship, to the program staff at all levels of the organization, developing a fully-capable program team. Other responsibilities include preparing and submitting an annual program budget in coordination with HFHM’s Finance Manager for the National Director’s review and approval. The National Program Manager is responsible for managing effectively within this budget and reporting accurately and timely on progress made and challenges encountered.


1. Plays a key role in the planning, development and direction of HFHM’s strategic and operational planning process.
2. Develop, implement and update HFHM’s program policies, procedures and guidelines in coordination with National Director.
3. Develop an annual Program Plan with clear goals, objectives and key performance indicators and take lead to achieve them accordingly.
4. Prepare and submit an annual program budget in coordination with the Finance Manager for the National Director’s review and approval, as well as manage effectively within this budget and report accurately on progress made and challenges encountered.
5. Develop, implement and update HFHM’s policies, procedures and guidelines in coordination with National Director.
6. Take the lead in maintaining current partner relationships and developing new partnerships with organizations and potential funders under HFHM guidelines.
7. Provide effective and inspiring leadership, direction and motivation, as well as stewardship, to the program staff at all levels of the organization, developing a fully-capable program team by being actively involved in all program operations, ensuring performance goals are achieved.
8. Develop and lead a proactive and continuous quality improvement process throughout the program areas, focusing on systems/process improvement.
9. Promote regular and ongoing opportunities for all staff to give feedback on program operations.
10. Ensures timely documentation, preparation and submission of regular program reports to National Director & HFHI.  Provides analytical reports to HFHM managers as needed and requested.
11. Assist National Director to represent HFHM with external constituency groups, including community, governmental, and non-government organizations.
12. Ensure that all program activities operate consistently and ethically within the policies, procedures, guidelines, mission and values of HFHM.
13. Ensure that HFHM’s products and services are affordable to the target beneficiaries, while continually striving to serve even lower income families.
14. Support the organization's strategic alliances and partnerships for funding, programming and systemic change.
15. Support with design and implementation of program evaluation strategies.
16. Direct and provide support in any research activities for the development of HFHM programs.
17. Provide ongoing support to the National Director in developing decent housing solutions in the context of Malaysia.
18. Provide programmatic support on proposal development.
 
Required Skills: 
Commitment to HFH Mission, Vision and basic principles
• Ideal candidates will have a Bachelor Degree or Master Degree in related field (economics, social science, engineering, community development)
• Five or more years working in a leadership position, preferably with a development organization
• Capable of leading and managing a team
• Sound knowledge in strategic decision making
• Good command of planning, budgeting, implementing and monitoring and evaluation
• Advance skills in MS Office software (Excel, PowerPoint, Word, etc.)
• Fluent speaking and writing skills in English; ideal candidates should be bilingual or have working knowledge of English and Bahasa Melayu
• Excellent communication, team building and management skills
• Self-motivated, flexible and desire to work after hours and occasional weekends
• Resourceful, able to organize and complete multiple tasks, good problem solving skills
• Ability to work as a team player with other staff and volunteers
• Able to work effectively in cross-cultural settings
• Excellent oral and written communication skills, with good public speaking skills for training and presentations
• Willing to learn and share knowledge with other colleagues and local partners
