Special Tribunal for Lebanon Chief of Procurement


Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year duration limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
RESPONSIBILITIES:
Under the direct supervision of the Chief Administrative Services and within the limits of the delegated authority, the Chief of Procurement is responsible for the timely purchase of goods and services for the Special Tribunal for Lebanon. Specifically, the incumbent will be required to plan, develop and manage the worldwide procurement activities and to issue contracts for the purchase of a diverse range of services and commodities, including but not limited to: building services and maintenance supplies, information/communication technology hardware & software, security systems and equipment, office supplies, construction, furniture, logistics services & transport equipment, etc. Providing guidance and support at all stages of the procurement cycle; ensure procurement plans are in place in advance of the procurement cycle and ensure that the plans are properly laid out in order to carry out successful procurement activities in a timely and efficient manner according to all financial and procurement guidelines. Serve as principal adviser to requisitioning units, providing authoritative technical and policy advice on all aspects of procurement. Analyze unusually complex and/or critical procurement proposals of significant financial or operational impact, determine appropriate strategy/approach to best serve institutional interests, and ensure implementation, including the authorization of exceptions to established rules, practices and procedures, as necessary. Direct, manage and conduct planning, solicitation, negotiation, and, if necessary, termination of contractual and procurement action. Authorize up to approved limit, or recommend authorization of procurement contracts/purchase orders. Develop proposals on revisions to procurement policies and procedures. Oversee adherence to contractual arrangements, recommends amendments and extension of contracts and advises concerned parties on contractual rights and responsibilities. Manages the processing of invoices, insuring that contractual terms & conditions have been met. Insures that service verification or receiving & inspection procedures have been followed and file documentation completed. Represent the organization in key meetings with senior officials and government officials, and in negotiations with senior executives of various commercial organizations for the purpose of concluding major contracts.
COMPETENCIES:
•Professionalism - Complete, in-depth grasp of procurement techniques, practices and operations and the ability to address all issues in terms of impact at the programme and institutional level; seasoned working knowledge of contract law and expertise in handling highly complex procurement and contracting issues; ability to develop procurement policies, procedures and new programs; strong analytical skills and good knowledge of quantitative methods to measure supplier capacity; extensive knowledge of sources of supply, market trends, pricing, etc; seasoned negotiating skills to shape and influence agreements with programme managers and vendors; sound technical leadership skills; discretion and sound judgment in applying technical expertise to resolve complex or sensitive issues.
•Planning and Organizing - Ability to coordinate and supervise the work of the section, work to tight deadlines and handle multiple concurrent activities.
•Communication - Strong leadership and communication (spoken and written) skills, including the ability to convey recommendations to staff at senior levels in a clear concise style.
•Technology Awareness - Fully proficient computer skills, particularly in spreadsheet, database and Internet applications.
•Teamwork - Strong interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
QUALIFICATIONS:
•Education: University degree in Business Administration, Public Administration, Commerce, Engineering, Law or related fields. Additional study or training in accounting or law and a recognized qualification in procurement is desirable.
•Work Experience: At least 9 years of progressively responsible professional experience in procurement operations including long-term, complex, contract implementation. Experience purchasing and contracting at the international level and a proven record of overseeing and supervising a procurement team. Possession of an advance university degree in a relevant field may be considered in substitution of years of experience.
•Languages: The official languages of the Special Tribunal for Lebanon are Arabic, English and French. For this post, fluency in written and oral English is required. Knowledge of other official language(s) is an asset.
