Background:

Objective:
Social Impact is responding to a RFP from USAID requesting a range of support services for their Education in Conflict/Crisis Affected and Fragile Environments (ECAFE) programming. This contract would be a multiple-award indefinite delivery/indefinite quantity contract (IDIQ) aimed at establishing a world-wide IDIQ to support USAID Missions and Bureaus in addressing their education objectives in environments that may be or have been affected by crisis, conflict, fragility and/or lawlessness. SI is looking for a Senior IDIQ Manager to provide management technical expertise throughout the life of this project.
Responsibilities:
The Senior IDIQ Manager will be primary point of contact whom USAID may contact for procedural and substantive matters. The IDIQ Manager shall be the individual bearing primary responsibility for technical aspects of contract performance, as well as procurement, personnel, reporting, and other management related requirements of the contract, such as:
• Respond to task order requests, and provide central management and oversight of task orders under this award, working collaboratively and often with USAID central and field project managers, technical officers, Contracting Officers, and meet and consult regularly with the IDIQ COR;
• Select, provide technical and administrative direction and guidance to, and place and support all technical experts carrying out technical requirements;
• Report to USAID technical and contract personnel in accordance with USAID reporting requirements in Section F;
• Ensure quality and control methods in a consistent and transparent manner for all contracted tasks and functions.
Qualifications:
The Senior IDIQ Manager will provide vision, direction, and leadership to disparate programs in different regions of the world and must have the technical knowledge and management experience to do so. S/he must also:
• Have 10-15 years of experience working with basic education programs, in conflict and crisis affected environments, and a demonstrated management experience in basic education programs in crisis and conflict affected environments;
• Have a Master’s degree in education or a related area (e.g. sociology, economics, etc., with an education emphasis) from an accredited college or university;
• Have excellent strategic planning, management, and technical leadership skills and demonstrated experience in project management, program assessment and program design across sectors, institutional capacity building, human resources, performance improvement, institutional development, adult learning methodologies, and monitoring and evaluation in a developing country setting;
• Have technical training and/or experience that includes work in policy dialogue and strong working knowledge of the concepts and effective approaches related to designing, implementing, and evaluating education programs in conflict and crisis affected environments;
• Have a solid grasp of the physical and psychological challenges inherent in working in conflict and crisis affected environments;
• Have the ability to work with a diverse group of stakeholders;
• Have excellent communication and report writing skills;
• Have knowledge and/or experience working with USAID rules, evaluation policy, regulations, and procedures;
• Experience in dealing with gender concerns related to education is highly valued;
• Be fluent in spoken and written English.
