DIRECTOR OF PROGRAMMES

  1. Main functions of the post:
  • planning and managing the development of the EED strategies, programmes and projects in order to implement EED’s mandate and ensure consistency and coherence in programming and policy implementation throughout the EED in compliance with the EED strategic planning mechanisms;
  • overseeing, managing and providing strategic guidance to the Southern and Eastern Neighbourhood Programme Officers;
  • advising the Executive Director on policy matters in the designated geographical area;
  • deputising for the Executive Director when requested.

2. Duties and Responsibilities:
The Director of Programmes reports directly to the Executive Director of the EED and shall be responsible for (in addition to the above-mentioned):
  • interpreting, together with subordinate with programme officers, relevant political developments and forecasts in the EU Neighbourhood countries, and their impact on EED strategies, programmes and operations, as a basis for the Executive Director’s decisions;
  • approving projects to be granted and in doing so cooperating closely with the Director Operations on the financial aspects;
  • developing and maintaining contacts with high level government officials, representatives of  the EU institutions as well as relevant international organisations and non-governmental organisations to ensure information exchange and synergies;
  • acting on behalf of the Executive Director of the EED and representing the EED at conferences and other events, when requested by the Executive Director;
  • coordinating policy and projects with other international governmental and non-governmental organizations, exploiting synergies and enforcing effectiveness of the EED activities;
  • performing other tasks for the Executive Director as required.
a.      Conditions for eligibility:
  • be a national or having permanent residence permit of one of the EU/EEA countries or Switzerland;
  • be entitled to his/her full rights as a citizen;
  • have completed any obligations imposed on him/her by the laws concerning military service;
  • produces the appropriate character references as to his/her suitability for the performance of his/her duties;
  • be physically fit to perform his/her duties;
  • hold, or be in a position to obtain, a valid Personnel Security Clearance Certificate (national or EU PSC at CONFIDENTIAL and/or EU SECRET level).

b. Essential selection criteria:
Level and type of formal education
  • master’s degree in International Affairs, Political or Social Science, Law, International Development or related discipline;
  Professional experience
  • at least twelve (12) years of proven full-time professional experience in democracy-related projects and programs in government or international organisations or the civil society;
  • minimum five (5) years professional experience at a similar position at the international level; proven experience in a senior management and decision making role, preferably in the international environment;
  • working experience in democracy-related projects and programs in government or international organisations or the civil society. 
Functional competencies
  • good knowledge of the European Institutions and working mechanisms within the EU;
  • good knowledge of grant-making cycle and democracy support procedures;
  • substantive understanding of political issues and trends in the EU Neighbourhood as well as EU policies towards the region;
  • thorough knowledge of English and French; good command of Russian and/or Arabic required;
  • field work experience that includes few years of living or working in EU Neighbourhood country would be an asset;
  • ability to keep full confidentiality about all assigned tasks and related documentation;
  • high degree of organisation and initiative, solid analytical skills and excellent interpersonal skills;
  • solid ICT skills;
  • high personal and professional culture;
  • ability to work in multi-ethnic and multi-national environment;
  • readiness for frequent duty travel;
  • provide at least five (5) references as to the suitability for the performance of duties.

5. Terms of contract
Two-year fixed term contract (with the possibility of its extension) plus decent set of personal benefits.
Expected take up duty date: ASAP (no later than 1 July 2013).
