Terms of Reference: Financial and Administrative Officer of the European Union Special Representative for SAHEL 

The main duty of the FAO is to be responsible for financial and administrative (incl. accounting) functioning of the EUSR office in Brussels and to monitor and support EUSR staff based abroad in EU delegation offices where appropriate. The team in Brussels will consist of the EUSR for SAHEL, 4 Political Advisors (1 in Region and 3 in Brussels), a Finance & Administrative Officer and the Secretary.

ROLES, RESPONSIBILITIES AND TASKS:

  • Ensure day-to-day administration of EUSR administrative affairs in close collaboration with the EEAS and the Commission, as well as other relevant actors on office related administrative issues (i.a. maintain updated inventory lists, order, purchase and maintain office equipment, furniture, telephones, computers, IT-connections, insurance);
  • Manage effective and cost efficient administrative and internal financial procedures and control spanning the EUSR team; provide periodic evaluation of trends and suggestions for improvement;
  • Aact as the EUSR Accountant, including mission bookkeeping on a daily basis, maintenance of bank accounts, credit cards, payments, foreign currency, cash handling, payroll administration etc. and any other financial issues for the EUSR (maintenance of all the financial activities in the Sage Accounting Program);
  • Manage budgetary and financial resource management policies for the EUSR office in line with regulations, liaise with the financial authorities of the EEAS and the Commission, assure quality standards and timeliness, produce monthly, interim and final financial reports of results and budgetary situation;
  • Preparation of the annual budget and dealing with budgetary revisions that may be necessary during the mandate;
  • Preparing the files for the mandate's external audit and assisting the auditors;
  • Any other tasks to fulfil the mandate of the EUSR as requested by the EUSR.

MINIMUM REQUIREMENTS:

  • Bachelor or equivalent University degree in Law, Economics, Finance, Accounting or equivalent;
  • To have a minimum of 5 years of relevant professional experience, as a financial and administrative officer, (within the EU institutions would be an advantage);
  • Ability to operate Windows, including MS Office applications (confident in the use of MS Excel spreadsheets and Word), and relevant experience and use of computerised accounting systems;
  • Excellent analytical, research and problem-solving skills;
  • Establish and maintain effective work relations in a multicultural environment;
  • Excellent interpersonal and communication skills;
  • Excellent skills in English and French.

TERMS AND CONDITIONS:

  • Only those candidates who meet the eligibility criteria will be considered;
  • This is a full time position;
  • An initial contract under the Belgium law is offered until 28th February 2014 with a possibility of renewal;
  • If employed, the employee is required to present/acquire a valid certificate with the necessary level of security clearance from the country of permanent residency;
  • The EUSR for SAHEL is based in Brussels;
  • Starting date as soon as possible;
  • Competitive salary package according to experience.
