MEC MONITORING,EVALUATION& LEARNING DIRECTOR


The Myanmar Education Consortium (MEC) is a national program designed against a rapidly evolving changes in the education sector and the overall country context. The MEC supports building of capacity of complementary education systems and structures including community and school based early childhood development, non-formal education programs for vulnerable children and young people who cannot attend government schools. The program will be implemented through a four year phased approach. The MEC will be initially led by Burnet Institute, Save the Children and World Vision. Building on lessons learned from previous education initiatives, the MEC will identify new local partners to support and establish a trust fund mechanism that will fund non government agencies in innovative education activity to support government systems and to inform policy and strategic debate.

The Director reports to the MEC Director and is responsible for providing leadership and technical support to the MEC, developing ME&L strategy, finalising and updating the M&E plan, developing and implementing tools, conducting data analysis, training, and preparing reports to donors, beneficiaries and partners. results, and providing sufficient reporting.

Monitoring, Evaluation, Reporting Learning
* Finalize the M&E framework with inputs from partners, local authorities and programme participants;
* With partners design methods for setting up and running monitoring and evaluation and ensure the collection of comparable M&E data across all implementation partners;
* Coordinate and implement programme-wide baseline assessments;
* Prepare an Indicator Tracking Table based on the project logframe and M&E plan to track, document, and display where the MEC program me stands with regard to its indicators and shows progress achieved towards the indicator targets;
* Identify and add qualitative indicators to the M&E plan to fill in information gaps not covered by quantitative indicators and commission independent qualitative research;
* Monitor risks identified in the Risk Management Matrix;
* Organize joint annual review, learning and evaluation meetings for partners to monitor progress, share and reflect on effective approaches, lessons learned and fine-tune the MEC design to reflect changes in the rapidly evolving environment;
* Prepare and submit 6-monthly programme reports to the MEC steering committee and donors;
* Lead the evaluation process of the MEC’s work during years 2 and 4, working with external evaluators;
* Ensure that appropriate mechanisms are in place so that monitoring and evaluation enables learning, and informs adaptive implementation and strategic direction

Capacity Building and Technical Support

* Ensure that M&E team and partners are updated with state of the art M&E strategies and approaches;
* Support partners to strategize, develop and implement their own M&E plans, systems and processes;
* Build the capacity of M&E staff and ensure adequate technical support to partners to effectively monitor and evaluate MEC activities.

Team Management and Development

* Manage the M&E team, ensure the recruitment, training and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities;
* Ensure the effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
* Recruit and supervise appropriate M&E consultants for specific projects.

Knowledge Management, Communication and Networking
* Analyze data collected partners and share the information with the Executive and Steering Committee and other key stakeholders;
* Present and disseminate M&E findings and learning clearly and succinctly, both orally and in writing, to staff, partners, donors and project participants;
* Proactively share M&E lessons learned through the Education Sector Working Group to promote wider dissemination and adoption of effective approaches towards complementary and alternative basic education
* Masters degree in social sciences, statistics or a related field
* At least 7 years professional experience in monitoring and evaluation, including project, trainings with international development organization
* Significant experience with planning, implementing and training M&E systems
* Proven ability to facilitate learning-oriented analysis ses sions of M&E data with multiple stakeholders
* Demonstrated experience in data collection; statistical analysis, reporting; including computer-based statistical databases (e.g. Epi Info, ACCESS, STATA, SPSS, SAS,)
* Capacity to coordinate and develop evaluations, terms of reference, recruiting and managing consultants
* Able to work independently and effectively with teams
* Detail-oriented, highly organized, proactive
* Excellent interpersonal, communication and presentation skills
* Ability and willingness to travel domestically and internationally
* Strong facilitation skills, design and management of trainings and meetings
* Experience working with international donors, counterparts and beneficiaries
