Position Description:
 
The FHI 360 Global Health Communication (GHC) works to bring about positive changes in the actions of individuals, communities, and institutions that will improve the health and well-being of vulnerable populations around the world. India IHBP Task Order contract’s main focus is on institution strengthening for health communication at the national level .The project uses evidence based approaches to design BCC strategies for HIV/AIDS, TB, MCH, and FP/RH that reach to the community level and focus on individual and social change. Through advocacy and other community interventions vulnerable communities are empowered to address many health issues such as stigma, gender and rights.
 
The Program Officer II will work 100% time Project Director India IHBP on a broad range of tasks related to project management and technical assistance of the project.  The Program Officer II will provide management support to India BCC including:
  • Coordinate project activities of field staff and subcontractors
  • Develop methodologies to ensure compliance with all aspects of procurement and HR policies including a compliance system for procurement evaluations
  • Facilitate information flow between technical managers and program support departments
  • Provide support and exchanges ideas on quality control activities
  • Work with and develop trainings for field staff in financial and procurement management of program
  • Develop deadlines for work to be done and plans and carries out assignments
  • Interpret policy on own initiative in terms of established objectives
  • Review project deliverables, including newsletters, work plans, quarterly and annual reports
  • Facilitate local hires, consultants, procurement and approvals for subcontracts as necessary
  • Oversee the grant process, including manual approvals, grant solicitations and contracts
  • Review leveraging strategy implementation, MOU approvals and reporting to USAID
  • Review project and subcontractor invoices
  • Track and ensure timely submission of project deliverables
  • Develop SOW and specify the hiring, approval and travel of international and local consultants and staff
  • Train and supervise the Program Officer I assigned to the project
  • Provide periodic technical support to project by contributing to health communication and behavior change activities
 
Minimal Requirements:
  • Masters degree in project management, public health, international development, or related field plus 5 years of relevant experience required.
  • Strong background in communications, public health, and community development issues within the international context
  • Applied experience in one or more of the following preferred: technical project areas mentioned above, strategic planning, monitoring and evaluation, training, curriculum development, and workshop facilitation
  • Experience backstopping and managing USAID projects
  • Ability to manage and coordinate, diverse tasks and facilitate relationships between multiple parties
  • Consistently demonstrates ability to take the initiative to make decisions/choices without direct supervision, organizes job functions and work area to be able to effectively complete varied assignments within established time frames, consistently demonstrates ability to respond to changing situations in a flexible manner in order to meet current needs, such as reprioritizing work as necessary
  • Has the ability to work on a team of host country nationals and expatriates in the field, and the ability to mentor national staff
  • Demonstrated ability to work effectively in international settings and to facilitate program development
  • Ability to write, and communicate clearly and persuasively
  • Ability to work well on a team and independently
  • Comfort in a fast-paced environment
  • Ability to travel
  • Excellent editing and math skills
  • Detail oriented
  • Ability to use and proficiency in MS Word, Excel, PowerPoint, and Internet. Web experience a plus
