Technical Officer II, Research and Evaluation

Position Description:
The Education, Research and Evaluation Specialist will be responsible for supporting the monitoring and evaluation work of the GLG META team as well as contributing to writing proposals and providing technical assistance to projects in the areas of evaluation, secondary education and teacher professional development. The incumbent will report to the META Technical Advisor II.

The Technical Officer II, Research and Evaluation will:
  • Provide leadership to complete the M&E Resource guide and development of M&E learning modules.
  • Provide technical assistance to projects in support of the establishment of M&E systems as needed.
  • Support the design and implementation of M&E technical standards as well as the development of teacher technical standards for the Program and Technical Quality Assurance process.
  • Write and support writing of GLG proposals including M&E sections and/or technical sections.
  • Provide technical assistance to GLG projects in the areas of teacher professional development and secondary education as needed.
Minimal Requirements:
  • Master in Comparative International Development education and/or evaluation with 5-7 years experience in a business setting
  • Minimum three years of progressive working experience in program management and provision of technical assistance to projects
  • Demonstrated knowledge of Monitoring and Evaluation practices
  • Technical knowledge of teacher professional development
  • Excellent written skills in English
  • Proven experience in proposal development
  • Knowledge of USAID contracts and grants technical reporting requirements
  • Experience working with an international organization is preferred
  • Proficiency in Microsoft Office and Excel
  • Work independently with intitative to manage high volume work flow
  • Willing to travel to project field sites as assigned
