Technical Specialist ( Population and Housing Census), Dili, Timor-Leste


The Government of the Democratic Republic of Timor-Leste is in the process of undertaking its third Population and Housing Census (PHC) in July 2015. First and second censuses were held in 2004 and 2010 respectively. The United Nations Population Fund (UNFPA), like in previous censuses, will support the government of Timor-Leste in conducting this census to enable national technical and management capacities in the country to plan and implement high quality PHC in accordance with scientifically established and internationally recognized standards and procedures. Results of this PHC will be used for development planning for raising the standard of living of the population of Timor-Leste, good governance and maintaining equity and equality among all subgroups. More importantly, the information will be used to review the short-term goals of the national Strategic Development Plan, 2011-2013. The planning and execution of the 2015 Census will be done by the General Directorate Statistics in the Ministry of Finance. In line with UN/UNFPA policies and guidelines, and in full harmonization with internationally established standards and recommendations for census undertaking, the Technical Specialist will perform various asks and provide vital technical inputs to all activities pertaining to census operations throughout all stages of the process. ORGANIZATIONAL SETTING: The Technical Specialist, Population and Housing Census post is located in the national Statistics Directorate (NSD), Dili, Timor-Leste and is under the overall guidance of the Director of NSD and the direct supervision of the UNFPA Representative, He/she will also work together with the Census Technical Team based in NSD and also liaise with other national and international stakeholders and partners, including development partners and United Nations agencies. MAJOR ACTIVITIES/ EXPECTED RESULTS: • Advise the Director of the NSD and UNFPA Representative on the planning, organization, execution and management of the 2015 Population and Housing Census of Timor-Leste; • Collaborate with the census mapping team to ensure timely and useful geographic and GIS outputs and develop strategies for resource mobilization; • Develop the Census Project Document and Implementation Plan, Resource Mobilization Strategy, Quality Control Plan and other documents and make necessary amendments and revisions; • Maintain effective coordination amongst national census technical team to ensure national interests are effectively addressed in terms of delivering quality census outputs; • Advise NSD on equipment needs and assist in the timely acquisition and distribution of required equipment and materials; • Participate in and guide the development of the plans for data analysis and tabulation; • Assist the NSD to process and analyze pre-test, trial census and census data and produce preliminary, final and analytical reports, and on the dissemination of census final reports, analytical reports, thematic reports/census monographs; • Develop mechanisms for quality control and conduct field visits to monitor and validate quality of fieldwork of geographical preparations and enumerations; • Coordinate the planning, organization, execution and management of training activities for national counterparts as needed; • Contribute to the process of advocacy and resource mobilization for the 2015 Census; • In consultation with stakeholders, assist in the development of the PHC and Post Enumeration Survey (PES) instruments and ensure efficient sampling for pre-tests, trial census and PES; • Supervise the implementation of the pilot census activities and provide a report to guide the main census activities in a timely manner; • Collaborate with data processing staff on NSD to prepare data capture and processing plans and in a timely implementation of data processing schedules; • Support the development of plans for data analysis and tabulation; • Coordinate the development and implementation of PES schedule of activities, analysis of the PES data and production of reports including documenting lessons learned and best practices; • Supervise the production and advise on dissemination of census final and analytical reports; • Prepare quarterly progress reports of the 2015 Census activities and consolidate quarterly progress reports for submission to NSD, UNFPA, national PHC technical team and Census collaborators forum; • Develop training plans and ensure timely training of staff involved in census activities field work, data processing (coding, data entry) and analysis; • Identify technical assistance needs and coordinate relevant technical support from development partners and other agencies, as and when required; • Advice and support the population registration system that the NSD is currently implementing and liaise with other government agencies; • Prepare Terms of References and contracts for consultant and advisers that will contribute to the various phases of the 2015 Census; • Undertake and other tasks relevant to the 2015 Census that may be required by the NSD Director. JOB REQUIREMENTS: • Advanced university degree in Demography, Statistics, Population Studies, Social Sciences or related subjects. • 7 years professional experience in the field of social and demographic data collection, processing and analysis, preferably in a developing country • Proven experience in supporting Population and Housing Census in a developing country • Proficiency with the design and implementation of quality control procedures for large-scale population-based data collection operations • Experience in providing on-the-job training to local staff in data analysis, report writing and use of internet resources; • Experience in the dissemination of census data and socio-demographic analyses to broad audiences as well as in motivating the utilization of data and results in development planning and policy issues; • Knowledge and experience with census data processing software (CSPro, REDATAM, SP+), demographic data analysis (MORTPAK, PAS), statistical packages (SPSS, STATA) and population projection programs (People, Spectrum, RUP); • Communication skills especially for transfer of knowledge; • Fluency in spoken and written English; knowledge of Tetum and Portuguese would be an asset.
