Capacity Building for Results (CBR) Proposal Development Consultant


In Afghanistan, Futures Group is implementing the Health Policy Project (HPP), a global, 5 year cooperative agreement funded by USAID. The overall goal of HPP is to strengthen developing country national and sub-national policy, advocacy, and governance for strategic, equitable, and sustainable health programming. HPP focuses on key health issues—namely, family planning/reproductive health (FP/RH), HIV, and maternal health (MH)—while also promoting health systems strengthening and program integration.
The Independent Administrative Reform and Civil Services Commission (IARCSC) has designed the Capacity Building for Results (CBR) program in partnership with the World Bank in the framework of establishing effective and efficient governance by utilizing the experience in implementation of the reform programs and having in view the regional experience in this context. This program will strengthen managerial and technical capacity of ministries on national and sub-national levels and meanwhile reliance on foreign experts will be reduced in long-run.
We are currently recruiting an experienced international consultant in institutional strengthening and reform to support the MoPH in the development of its Capacity Building for Results (CBR) proposal.
You will demonstrate: • Master’s Degree in Policy and Governance or other related disciplines; • At least 7 years of work experience in institutional strengthening and reform of government entities; • In-depth experience in governance, reform and restructuring; • Experience of working on Afghanistan government reform programs such as PRR, Pay and Grading, MCP etc is a plus.
