JOB SUMMARY:
This USAID position is deployed from USAID’s Bureau for Foreign Assistance (FA), to be located in the Department of State’s Office of U.S. Foreign Assistance Resources (F). The Office is charged with developing and implementing a coordinated United States Government (USG) foreign assistance strategy and operational plans.

As a Program Analyst in the Office of U.S. Foreign Assistance Resources (F), you will serve as a Global Issues and Initiatives Coordinator providing analytical and budgetary support to a group of USAID pillar and Department of State functional bureaus and offices, likely to include the President’s Feed the Future Foreign Assistance Initiative. As a Coordinator, the incumbent will develop foreign assistance strategies, as well as the associated funding requirements, for assigned bureaus and offices to achieve program objectives. Plays a central role in the development and review of program strategic plans from high level strategic planning to review of individual activities and implementation mechanisms of operational plans. Participates in senior management program planning and review process, presenting and defending the proposed foreign assistance strategies and budgets for his/her bureaus and offices. Develops and implements a plan for accomplishing foreign assistance objectives based on the foreign policy goals of the Department of State and USAID and established funding levels. Provides expert guidance in the resolution of complex problems or issues impacting USAID programs. Identifies issues and works with State, USAID and field missions to resolve them.
QUALIFICATIONS REQUIRED:

Grade 13: Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level in the Federal service.
Grade 14: Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level in the Federal service.
One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: Leads the design and development of new programs. Reviews program proposals for economic, financial, technical, social, and environmental soundness; and recommends or takes appropriate actions. Coordinates development of reviews for functional operational plans in assigned area.
Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

WHAT TO EXPECT NEXT:
