Solid Waste Management Expert

Regional Afghan Municipalities Program for Urban Populations for Regional Command North (RAMP UP North) is working to create effective, responsive, democratic, transparent and accountable municipal governance in the nine provinces comprising the International Security Assistance Force’s (ISAF’s) Regional Command North. RAMP UP North will: 1) increase the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA) municipal officials; 2) markedly improve the delivery of municipal services to citizens in target municipalities; and 3) increase municipal capacity to enable, support and sustain economic growth.
As a result of the program, Afghans citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process and see local governance structures as legitimate.
Existing Solid Waste Management systems are very poor and solid waste is dumped illegally on road sides, vacant land and into drains and ditches.
During the past two years RAMP UP North provided short term technical and financial assistance to enable some municipalities to deliver trash collection services.
General Objective
The objective of the position is to visit selected municipalities and collate information on existing waste disposal practices and site conditions in up to eleven municipalities.
Promote one or more suitable disposal sites and layouts complete with outline costs, and provide recommended remedial actions for implementation by the municipalities, taking into consideration their limited resources and capacity. Such recommended actions shall be prioritized as immediate and short-term actions.
The consultant will develop a generic delineation of roles and responsibilities of various parties so that the municipalities will have a clear understanding for how to deliver this municipal service.
Specific Objectives and Duties:
•Document existing condition of disposal sites at selected municipality’s;
•Review existing solid waste management manuals and technical guidelines used in Afghanistan;
•Promote one or more suitable disposal sites and layouts complete with outline costs to raise the sites to an acceptable standard.
•Recommend remedial actions for implementation by the municipality’s, taking into their consideration their limited resources and capacity.
•Prepare and present, for RAMP UP North approval, a proposal for a general design/overview presentation of the disposal sites noting those ranging from very poor (immediate) to below satisfactory (short-term);
•Evaluate the aforementioned implementation and provide recommendations on how to replicate it in other municipalities through TOT;
•Other duties as assigned.
This position is a 30 day assignment.
Qualifications:
•BS and or MS in Civil Engineering, Environmental Engineering, Soils/Organics Management
•7 years or more experience in solid waste management
•Experience working in a conflict country which is comparable to Afghanistan
•Ability to speak and write fluently in English
