OBJECTIVES OF THE PROGRAMME : The WHO Programme on HIV is guided by the Global Health Strategy on HIV/AIDS, 2011 - 2015. Its goals, consistent with Getting to Zero: UNAIDS Strategy 2011 - 2015 and international commitments, are to achieve universal access to HIV prevention, diagnosis, treatment and care interventions for all in need, and to contribute to achieving health-related Millennium Development Goals (MDGs) and their associated targets by 2015. The objective of the Department of HIV is to lead an effective, organization-wide HIV effort to support Member States in the implementation of the Strategy. The Department of HIV provides technical and strategic leadership in key technical areas and leverages the capacity of other HQ Departments to contribute to the broader HIV programme. The Department of HIV works closely with Regional Offices to maximize WHO's impact in countries. The immediate strategic objective of the "Treatment and Care" Unit focuses on Strategic Directions: 1. Optimize HIV prevention, diagnosis, treatment and care outcomes, and 2. Leverage broader health outcomes through HIV responses. In these areas, the Unit takes technical leadership in integrating and improving HIV-specific interventions and in strengthening the collaboration between HIV and other related health programmes. The Unit will work closely with other Departments to ensure adequate work related to broader HIV relevant treatment and care.
Description of duties: Under the direction of the Director of the HIV/AIDS Department and the Coordinator HIV Treatment and Care the incumbent will be responsible for the following: - Lead the development and maintenance of WHO policies, norms and standards in relation to the use of ARV medicines for paediatric HIV care and treatment and family HIV care; - Plan, coordinate and facilitate technical meetings or consultations to update WHO policy and operational guidelines; - Oversee the revision of paediatric guidance and its inclusion in the overall 2013 consolidated guidelines document and its 2015 update; - Ensure appropriate technical, normative and programmatic linkages with the broader eMTCT (Elimination of Mother to Child Transmission of HIV) agenda; - Provide technical oversight to departmental and Organization-wide efforts to set the research agenda and monitor and assess trends in HIV in children; - Plan, coordinate and facilitate the work of the HIV Department with other WHO departments and staff working on child health; - Manage implementation of, and reporting on, paediatric treatment related outcomes and deliverables of the HIV departmental work plan and UNAIDS Unified Budget Results and Accountability Framework (UBRAF) in coordination with key external stakeholders and WHO Regional and Country Offices and other clusters and departments of WHO HQ on HIV care and treatment for children and families; - Chair the paediatric working group of the IATT (Interagency Task team on the Prevention and Treatment of HIV Infection in Pregnant Women, Mothers and Children) on eMTCT; - Build and sustain effective technical and strategic collaboration with other key stakeholders working on paediatric HIV, including but not limited to those within the UNAIDS, UNICEF, Global Fund, US Government partners and international NGOs including CIFF (Children's Investment Fund Foundation); - Provide technical support and operational guidance to WHO Region and Country Offices in assisting countries in paediatric and family HIV care; - Support department wide activities to mobilize resources for WHO work in HIV for paediatric and family HIV care.
REQUIRED QUALIFICATIONS
Education: Essential: Advanced degree in medicine with postgraduate specialization in internal medicine, infectious diseases and/or paediatrics. Desirable: Training or studies in public health or epidemiology.
Skills:  Thorough knowledge of clinical and public health aspects of paediatric HIV/AIDS treatment and care. Ability to follow and evaluate global clinical and operational research and translate evidence into public health recommendations in the context of resource constrained settings. Proven ability to develop and update critical policies and guidelines and to write in a clear and concise manner. Excellent partnership building skills, tact and diplomacy. Computer literacy. Experience: Essential: At least 10 years of experience, in a national and international context, in communicable or infectiousdiseases control, including significant experience in the field of paediatric HIV/AIDS treatment and care. Significant hands-on clinical experience in the treatment of HIV infection and opportunistic infections, and supporting development and implementation of health programmes in resource constrained settings. Desirable: Proven track record in clinical and operations research and HIV/AIDS related publications in peer reviewed journals. Experience in the development and implementation of complex international support programmes for HIV treatment and care scale-up in developing countries.
Languages: Expert knowledge of English or French is required, with intermediate knowledge of the other.

Annual salary: (Net of tax) USD 80'887 at single rate USD 87'069 with primary dependants	Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
