INVITATION FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANTS FOR TECHNICAL AUDIT OF CONSTRUCTION PROJECTS IN DAR ES SALAAM AND UPCOUNTRY

INVITATION FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANTS FOR TECHNICAL AUDIT OF CONSTRUCTION PROJECTS IN
DAR ES SALAAM AND UPCOUNTRY
Date: 30th May, 2011

1. This invitation for expression of interest follows the General Procurement Notice (GPN) which appeared in Mwananchi Newspaper Issue No. 0856-7573 Na 3724 dated 25th August 2010.

2. The National Housing Corporation has funds for the operation of the department of Property Development Management (DPDM) during the financial year 2010/2011. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Technical Audit of the construction projects.

3. The National Housing Corporation now invites eligible Individual Consultants to indicate their interest in providing the services. The assignment is grouped in two lots and shall be completed with Four weeks (4) from the contract signature date as follows:
Lot 1
(i) Kigoma Plot No.193 Lumumba street (under construction)
(ii) Kigoma Plot No. Lumumba street (Completed and occupied)
(iii) Singida (Completed)
(iv) Shinyanga (Completed)
Lot 2
(i) Kibla flats Arusha (Under construction, 90% complete)
(ii) Ruangwa (Completed and occupied)
(iii) Mbweni JKT (Partially completed)
4. Applying individual consultants are allowed to quote for a single lot or the two lots but in any case consultants must quote for full contents in each lot. National Housing Corporation shall evaluate the proposals for each lot and award the contract on a lot by lot basis whichever is more economical. Applying consultants not quoting full contents of a lot will be considered as Non-responsive and will be rejected

The scope of the audit services include but not limited to the following:
i. Carry out desk study of relevant contract documents
ii. Evaluation of quality and quantity of work done determine whether the work performed represent true value of money spent.
iii. Review the procurement process to check whether proper procurement procedures were adhered to, if not what were the reasons.
iv. Assess adequacy of the contract documents used.
v. Assess if factors contributing to poor quality, delays and cost overruns are properly recorded, analyzed appropriately and promptly acted upon.
vi. Check whether payments to sub-contractors are done according to laid down procedures.
vii. Assess bottleneck encountered and capacity of implementing team in executing the works and advice on remedial measures.
viii. Visit the project sites and inspect the works.
ix. During site visits the Consultant may be required to conduct field tests in order to ascertain the quality.
x. Examine the circumstances which may lead to disputes in the course of execution of the works and advice the client on the best way forward to mitigate the situations.
5. Interested individual consultants must provide information indicating that they are qualified to perform the services by submitting updated CV’s, description of similar assignments, experience in similar conditions and relevant skills. Interested individual consultants must also submit Financial Proposal in writing.
6. You are requested to submit your written expressions of interest, one original detailed Curriculum Vitae (CV) and Financial Proposal plus two copies of detailed CV and Financial Proposal in writing by Monday 13th June, 2011 at 10:00 hours local time. The Detailed CV and Financial Proposal shall each be enclosed in a separate envelope and marked “Detailed CV” and “Financial Proposal” respectively. The two envelopes shall then be enclosed in a single envelope and marked “Proposal for the Technical Audit of construction Projects in Dar es Salaam and Upcountry for National Housing Corporation and submitted to the following address: The Secretary Tender Board,
National Housing Corporation Head Quarter Office, P.O.BOX 2977, New Building Room No. N6, Mandela Road opposite National Stadium Temeke, Dar es Salaam.
7. The opening of CVs shall take place immediately after the deadline for submission, at the National Housing Corporation Head Quarter Office, P.O.BOX 2977, New Building Conference, Mandela Road opposite National Stadium, Temeke, Dar es Salaam. Applying individual consultants are invited to attend the opening ceremony.
8. A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 21 of 2004 and the Public Procurement (Selection and Employment of Consultants) Regulations – Government Notice No. 98 of 2005.
9. CV’s shall be evaluated on the basis of the criteria shown in the Terms of Reference. Only individual Consultants scoring above 80 Points will be invited for financial proposal opening.
10. Prospective Individual Consultants are required to collect the Terms of Reference free of charge from the Secretary, Tender Board National Housing Corporation, New Building Room No. N6 during working days (Monday to Friday) between 9:00 AM to 3:30 PM

11. Any request for clarification with regard to this assignment shall be addressed to the Secretary-Tender Board, National Housing Corporation; Attention M/s HAMIS S.MPINDA The Client shall respond to clarifications received not less than one week before the deadline for submission.
12. Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
