GIZ International Services has been invited to tender for the EU funded project EU Malaysia Forest Law Enforcement Governance and Trade

This Programme is aimed at supporting the implementation of FLEGT VPA in Malaysia, i.e. on measures to improve Malaysian forest sector governance, enhance transparency in decision-making, combat illegal logging; curb the trade in illegally harvested timber whilst contributing to poverty eradication, in support of Government economic and social policy objectives, and the sustainable management of natural resources.
The overall objective of the Programme is to strengthen forest governance, as well as to contribute to sustainable forest management and equitable development in Malaysia within the scope of the FLEGT Voluntary Partnership Agreement (VPA).

Responsibilities

For each of the relevant sectors, the key expert is expected to lead a team of international and local experts and consequently to have management capacity. He will provide Technical Assistance to the relevant administration to deliver results, advise and support all responsible persons.

Results fo be achieved:
Malaysian TLAS related governance structures are strengthened to support objectives of the VPA; credibility and effectiveness of FLEGT licensed timber verification is ensured.
Increased transparency, understanding of TLAS and information sharing between all stakeholders, including functioning independent monitoring as envisaged in the VPA.
Stronger support and cooperation of all local stakeholders in the implementation of the VPA and creation of employment opportunities for local communities.
The principles of legal and sustainable forest management are respected, in particular, 6 TLAS principles (right to harvest, forest operations, statutory charges, other user's rights, mill operation, trade and customs), and its practices are strengthened.

Qualifications

Qualifications and skills
Degree in forestry or related subject is preferable
• Fluent in English
• Proven activity as a team leader
• Proven ability to supervise and co-ordinate all technical aspects of a contract
• Proven ability to organise and oversee administrative and logistic support
• Very strong inter-personal relationship and communication skills
• Very strong managerial skills

General professional experience
• Minimum 5 and preferably 10 years working experience on forestry projects including in Malaysia.
• Experience in leading a multi-disciplinary team of consultants in long-term implementation projects in forestry or natural resources
• Experience of working with government bureaucracies would be an asset as would be experience of working or liaising with NGOs and civil society organizations

Specific professional experience
• Minimum 3 and preferably 5 years in project management/team leadership including budget administration, procurement and logical framework methodology
• Experience in working with at least 1 project in support of the EU Forest Law Enforcement Governance and Trade initiative. Preferably, in Malaysia or other countries of the region
• Familiarity and/or experience with EC/EU project management procedures is an asset
• Experience of implementing at least one sustainable forest management project in humid tropical regions
• Knowledge of timber certification, timber tracking and chain-of-custody systems. Familiarity with Malaysian Timber Legality Assurance System is considerable asset.
• Sound knowledge of wood industries and plantation management
• Familiarity with the international timber trade and international regulations.

Duration

The intended commencement date is January 2012 and the duration of the assignment will be 48 months.
