Monitoring and Evaluation Specialist Kyiv, Ukraine

Pact seeks a Monitoring and Evaluation Specialist for a five-year, USAID-funded project entitled improved HIV/AIDS services among Most-at-Risk Populations (MARPs) in Ukraine. The project will provide technical assistance and capacity development support to Ukrainian organizations to implement HIV/AIDS activities, with a focus on prevention; and help these entities become state-of-the-art organizations. The position is contingent upon successful award of the project. The Specialist should demonstrate strong technical knowledge and working experience in designing and implementing monitoring and evaluation activities and special studies for complex programs in developing countries. S/he must have a firm command of the M&E issues with respect to improvements in HIV/AIDS service programs and have supervised monitoring efforts of health programs. Successful applicants will be responsible for the quality of the design and delivery of the project’s monitoring and evaluation activities and must ensure that such activities are implemented in compliance with all donor, Pact, and project-specific policies.

Specific Duties and Responsibilities:

• Lead the design and development of Monitoring and Evaluation plans at Pact and partner levels as needed. Liaise with USAID staff as project M&E specialist to develop and execute final M&E Plan (post-award). • Develops relevant M&E tools, formats and the leads the provision of M&E specific technical training. Establishes strong monitoring and evaluation data collection and analysis components to ensure that program interventions are effective and replicable. • Responsible for collecting and analyzing baseline and process indicator data and performance reporting. • Coordinates or leads regular program monitoring visits to ensure the production of consolidated reports and agreed action plan for follow up response (inclusive of program, finance, grants). • Monitor data collection, collation, storage, analysis and reporting ensuring that data is audit worthy. Where problems exist support the identification of solutions to challenges faced.
• Monitor data entry process and ensure program is utilizing Pact’s database. • Responsible for reviewing regular program reports prepared by program staff for submission to USAID. • Ensure program staff and senior management are using data collected to make informed and timely decisions related to program implementation. • Support program staff to implement their learning agenda (baseline, mid-term, final evaluations, etc.) This may include the identification of appropriate consultants to provide technical support. • Contribute to program management through ongoing integration of M&E findings into program activities. • Oversees staff conducting in-depth assessments for reporting on program activities

Education and Experience Requirements:

• Advanced degree in social sciences or relevant discipline • 7-10 years progressive experience in designing and implementing monitoring and evaluation activities and special studies for complex programs in developing countries, particularly M&E experience for health programs.

Other Qualifications: • Experience with evaluation and research design, data collection and analyses, indicator construction, GIS, curriculum development and computer software i.e. MS Office and database programs • Possesses command of M&E issues with respect to improvements in HIV/AIDS service programs. • Demonstrates strong analytical skills to measure the health impact of the project’s activities • Strong communication, writing and organizational skills for monitoring and effective reporting • Demonstrated leadership or managerial position in M&E. Experience with evaluation and impact reporting to donors and to project managers demonstrating both analytical rigor and practicality. • Ability to work independently, take initiative and manage a variety of activities concurrently. • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment. • Demonstrated ability to transfer knowledge through training and mentoring. • Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations. • Proficiency in English is required; preference for candidates with Russian or Ukrainian language skills • Experience working on a USAID-funded or other donor project pertaining to technical and organization capacity development. • Experience working on in Ukraine or Central Asia preferred.
