Ukraine Deputy Chief of Party

Pact seeks a Deputy Chief of Party (DCOP) for a five-year, USAID-funded project entitled improved HIV/AIDS services among Most-at-Risk Populations (MARPs) in Ukraine. The project will provide technical assistance and capacity development support to Ukrainian organizations to implement HIV/AIDS activities, with a focus on prevention; and help these entities become state-of-the-art organizations. The position is contingent upon successful award of the project. The DCOP will work directly under Pact’s Chief of Party and share the responsibility for: day-to-day program management and administration; financial management; award contractual compliance; developing and maintaining good working relationships with host government officials, national organizations, local community-based organizations, and other stakeholders; and providing technical assistance and direction to the program.

RESPONSIBILITIES/JOB DESCRIPTION • Oversee program implementation and logistics for all components of the HIV/AIDS program including rapid roll-out; supervision of day-to-day implementation activities; and working with the COP to manage project staff, subcontractors/subgrantees and consultants. • Oversee grants management, financial management and procurement; • Supervision of program monitoring, evaluating, and reporting; • Serve as a Pact liaison to USAID and partners in the field, including government officials and community leaders. • Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation; • Perform other duties as assigned;

ADDITIONAL QUALIFICATIONS Education and Experience Requirements:
• Master degree in health or management and business administration, or a related advanced degree relevant to the field of public health • 7-10 years progressive experience in design, implementation, and monitoring of USAID or donor-funded public health projects within the capacity as mid-level of senior staff. Other Qualifications: • Demonstrated experience in program management and administration, financial management, and award contractual compliance. • Experience in sub-award management. • Proficiency in English is required; preference for candidates with Russian or Ukrainian language skills • Strong financial and operational skills with ability to demonstrate initiative, self-motivation and a commitment to lead and work with a diverse team • Experience with monitoring and evaluation and communicating best practices preferred; • Experience working on multiple USAID or donor-funded projects. Strong knowledge of USAID policies and regulations. • Experience working on in Ukraine or Central Asia preferred.
