The U.S. Embassy in Brasilia is seeking an individual for the position of Procurement Agent in the Procurement Unit, General Services Office.

Basic Function of Position

Reporting to the Senior Procurement Supervisor, incumbent is the working supervisor for the 5 procurement agents in the section and provides functional guidance to all, servicing 12 ICASS agencies and over 350 employees. Responsibilities includes the preparation for the acquisition of goods and services for the Supervisor and the Contracting Officer review, the collection and review of appropriate documentation and correspondence relating to official delivery orders, purchase orders, BPAs and the shepherding of post’s procurement activities so as to avoid illegalities and ensure that all procurement agents are performing their duties following the FAR regulations and requirements in a proper and timely manner. Also acts as the senior administrator of the Purchasing Credit Card Program, providing guidance and training to the Card Holders as to properly use their cards and the reconciliation all the accounts with FMC, also responsible to overview the petty cash operations providing technical advice to the procurement agents on various legal issues that may impact the ability to correctly use these imprest funds.

Qualifications Required

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

Education: University degree in Business Administration, Business Law, Public Administration, Finance or any discipline in the Liberal Arts is required.

Experience: Prior experience in any of the following fields: business to business commerce, contracting or procurement. In addition, must have one year experience as a procurement team leader.

Language: Level IV (Fluent) in both written and spoken Portuguese and English is required. Language proficiency will be tested.

Knowledge:

- of the organization on and of host country procurement regulations as they may be applicable to the organization;

- of contracting procedures and related segments such as contract payment, conditions, terms, waivers, and similar actions;

- of contracting customs and practices of local companies, local tax laws (ICMS, ISS, IPI), and understanding of local exchange rate fluctuation policy and strategies; and,

- familiarity with the local market particularly within the functional area.

Skills and Abilities:

- typing level II (30-59wpm);

- familiarity with the use of electronic calculators;

- ability to operate Microsoft Office Suite, Microsoft Outlook, Internet and software applications of common use for task management;

- be highly organized and capable of working without constant supervision;

- must be able to adapt quickly and manage multiple tasks simultaneously;

- must be able to work through complicated report requirements and translate these into workable requirements for local vendors unfamiliar with US government regulations;

- must be an organized individual with the capacity to perform services while supervising a unit which deals with over $2,000.000 per year procuring supplies, services and equipment;

- must be an individual who can be trusted to deal with sensitive matters confidentially;

- must have a local driver’s license category B.

Testing may be conducted to determine qualifications.

Selection Process

When fully qualified, U. S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

1. Management will consider nepotism/conflict of interest, budget, continuity and residency status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply. Please submit your most recent Employee Performance Report (EPR).

4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
